«Քանի դեռ էպիդեմիա չկա, պետական գումարները կծախսվեն ծառայողական թանկարժեք մեքենաներ, կոնյակներ գնելու վրա»

Երևանյան լճից մինչև Փարաքար համայնք ձգվող ջրատարից ահավոր գարշահոտ է տարածվում: Ջրատարով միաժամանակ անցնում են կոյուղաջուրը, ոռոգման ջուրն ու կենցաղային աղբը: Այս մասին այս տարի առաջին ահազանգը հնչեցրեց Ազատություն ռադիոկայանը մեկ շաբաթ առաջ: Անցած 7 օրերի ընթացքում արդյոք որևէ փոփոխություն եղե՞լ է, թե ոչ: Ըստ Փարաքարի բնակիչ Սևակ Ծատուրյանի՝ տոտալ անտարբերություն է:
– Ձեր համայնքում կոյուղաջրերի՝ ոռոգման ջրերին միախառնվելու խնդիրը որքա՞ն ժամանակ է կա, և խնդրի առկայության ամբողջ ընթացքում որևէ պատկան մարմնի կողմից արձագանք կամ խնդրի լուծման տարբերակ առաջարկվե՞լ է:
– Խնդիրն առկա է ավելի քան 25 տարի: Արձագանք եղել է միայն վարչապետի խորհրդական, «Մաքուր Հայաստան» ծրագրի համակարգող Մհեր Տերտերյանի կողմից, իսկ պատասխանատու կառույցների կողմից միայն անտեսվել է, դրանք են՝ ՀՀ բնապահպանության, գյուղատնտեսության, տարածքային զարգացման նախարարություններն ու Ջրպետկոմը:
– Կոյուղաջրերը ոռոգման ջրերին միախառնվելու պատճառը ո՞րն է, և եթե այդ խնդիրը հասկանալի է, թե ինչպես է տեղի ունեցել, աղբի՝ այդտեղ հայտնվելը արդյոք հանարավոր չէ՞ կարգավորել, մարդկանց հետ խոսել, հորդորել: Չէ որ դա էլ հենց բնակիչների ձեռքով է արվում: Համայնքապետարանը այդ ուղղությամբ ինչ–որ քայլեր ձեռնարկե՞լ է:
– Պատճառն այն է, որ համայնքի կոյուղատար համակարգը չի վերանորոգվել, այն ամբողջությամբ քայքայվել է՝ ու արդեն ամբողջ աղբը լցվում է ջրատարի մեջ: Համայնքապետարանը հարակից տարածի մաքրման աշխատանքներ տանում է, բայց ջրատարը ջրպետկոմին է պատկանում, բնակիչների հետ աշխատանքներն էլ անարդյունավետ են եղել, քանի որ շարունակում են աղբը լցնել ջրատարի մեջ: Պետք է տույժ–տուգանքներ կիրառել ու վերահսկողություն իրականացնել, սակայն համայնքապետարանը նման միջոցներ չունի վերահսկողություն իրականացնելու համար: Կարծում եմ՝ այստեղ ոստիկանության ներգրավվածությունն է անհրաժեշտ:
– Որքանո՞վ է վտանգավոր այդ ջրով այգիների ոռոգումը, այգիները չորացե՞լ են:
– Գլխավոր վտանգը մարդկանց հիվանդանալն է այդ ջրով ջրված այգիների բերքն օգտագործելուց հետո: Բավական մեծ թվով ծառեր չորացել են, այգիները՝ անմշակ դարձել, բանջարեղեն մշակելը նույնիսկ իմաստ չունի: Որքան տեղյակ եմ, Հայաստանն աշխարհում քաղցկեղից մահացության տվյալներով առաջատարն է: Կարծում եմ՝ սա ուղիղ կապ ունի:
– Պատկան մարմինների լռությունն այս հարցում ինչի հետ կարող է կապված լինել՝ անտարբե՞ր են, թե գումար չունեն:
– Քանի դեռ զանգվածային բողոքի ակցիաներ կամ էպիդեմիա չկա, պետական գումարները նախընտրում են ծախսել, օրինակ՝ ծառայողական թանկարժեք մեքենաներ կամ լավ կոնյակներ գնելու վրա:
– Բնակիչներն իրենք անձամբ երբևէ փորձե՞լ են գոնե ջրատարի աղբը մաքրել:
– Գոնե ես այդպիսի դեպք չեմ հիշում: Ջրատարը մաքրելու համար տեխնիկա է անհրաժեշտ, ինչը բնակիչները չունեն: Ամեն գարուն Ջրպետկոմն է դա իրականացնում՝ հիմնային մաքրում կատարելով:
