ԱԺ հանձնաժողովը հետաձգեց ռեյտինգային ընտրակարգը վերացնելու նախագիծը
POLITICSԱզգային ժողովի պետական-իրավական և մարդու իրավունքների պաշտպանության մշտական հանձնաժողովը մինչև երկու ամսով հետաձգեց Ընտրական օրենսգրքում փոփոխություններ կատարելու մասին «Ծառուկյան» խմբակցության ներկայացրած նախագծի քննարկումը, որով առաջարկվում է համապետական ընտրություններն անցկացնել պարզ 100 տոկոսանոց համամասնական ընտրակարգով և վերացնել ռեյտինգային ընտրակարգը:
Հիմնական զեկուցող, «Ծառուկյան» խմբակցության պատգամավոր Նաիրա Զոհրաբյանն ընդգծեց, որ իրենք Ընտրական օրենսգրքում փոփոխությունների նախագիծ են ներկայացրել, որով առաջարկում են մեկ հիմնական փոփոխություն` ընտրություններն անցկացնել պարզ 100 տոկոսանոց համամասնական ընտրակարգով կուսակցության կամ դաշինքի մեկ ընտրական ցուցակով:
«Մենք այս նախագիծը ներկայացրել ենք` հաշվի առնելով 2017թ. ապրիլի 2-ին կայացած խորհրդարանական ընտրությունները, որոնք իրենց բովանդակությամբ քաղաքական չէին, ինչի հիմնական պատճառը այդ ռեյտինգային համակարգն էր»,- նշեց Զոհրաբյանը:
Նա հավելեց, որ նախագծի քննարկումը հետաձգելու պայմանավորվածություն ունեն հանձնաժողովի հետ, քանի որ առաջիկայում դրան անդրադառնալու են` հաշվի առնելով նաև ԵԱՀԿ/ԺՀՄԻԳ-ի առաջարկները:
«Կարծում եմ, որ որևէ մեկը չի վիճարկի, որ ռեյտինգային ընտրակարգը բացարձակապես ապաքաղաքականացրեց ընտրությունը, և սա կարևորագույն լուծումներից մեկը պետք է լինի ընտրական պրոցեսը կրկին քաղաքական դաշտ վերադարձնելու համար: Կրկնում եմ, որ մենք հանձնաժողովի հետ ունենք պայմանավորվածություն, որ կարճ ժամկետներում մենք կրկին կանդրադառնանք այս կարգավորմանը` հաշվի առնելով նաև ԵԱՀԿ/ԺՀՄԻԳ-ի առաջարկները:
Ես` որպես նախագծի համահեղինակ, մինչև երկու ամսով հետաձգում եմ նախագծի քննարկումը` առաջիկա 10 օրվա ընթացքում դրան կրկին անդրադառնալու պայմանով»,- ընդգծեց Նաիրա Զոհրաբյանը:
Պետական-իրավական և մարդու իրավունքների հանձնաժողովի նախագահ Հրայր Թովմասյանն ընդգծեց, որ կփորձեն որոշակի ձևաչափ գտնել հարցը միասին քննարկելու համար` տեղեկացնելով որ հարցի հետ կապված նաև կառավարությունը որոշակի վերլուծություններ ունի և պատրաստում է նախագիծ:
«Ես չեմ բացառում, որ մենք կունենանք մեկ միասնական նախագիծ` անկախ մեր տարբեր դիրքորոշումներից»,- եզրափակեց Թովմասյանը` հայտարարելով, որ հարցի քննարկումը հետաձգվում է:
