Ադրբեջանում արտահերթ նախագահական ընտրություններ անցկացնելը կապված է թե ներքին, թե արտաքին գործընթացների հետ, «Արմենպրես»-ի հետ զրույցում նշել է քաղաքագետ Հրանտ Մելիք-Շահնազարյանը:

«Ինչպես գիտենք, սահմանին Ադրբեջանի կողմից սադրանքներն ինքնին հավանական են, դրանք մշտապես լինում են: Տարբեր գործոններով պայմանավորված` լարվածությունը նվազում կամ աճում է: Կոնկրետ այս դեպքում, ընտրությունները ժամանակից շուտ անցկացնելու որոշմամբ պայմանավորված, կարող է սահմանին լարվածությունն ինտենսիվ դառնալ: Հասկանալի է, որ այս որոշման համար Ալիևին քննադատելու են թե երկրի ներսում, թե դրսում, հետևաբար չի բացառվում, որ նա փորձելու է քննադատության մեծ ալիքից խուսափելու համար դիմել սադրանքների` շեղելով ուշադրությունը»,-ասաց քաղաքագետը:

Հրանտ Մելիք-Շահնազարյանը նշեց, որ նման որոշմամբ Ալիևն իրեն ազատում է կապանքներից: Եթե հետագայում պատերազմի վտանգ լինի, կամ խորանա նույն տնտեսական ճգնաժամը, ապա այլևս ընտրություններում հաղթելու խնդիր չի լինի, այդ տեսանկյունից բացասական ազդեցություն տեղի չի ունենա:

«Արտահերթ ընտրություններ անցկացնելու վերաբերյալ Ադրբեջանի նախագահի աշխատակազմի բերված պատճառաբանություններն առնվազն ծիծաղելի են: Ասում են, թե իբր զբաղված լինելով այլ գործերով, հնարավոր է ընտրական գործընթացը խանգարվի: Ցույց են տալիս, որ իրենց պետությունը չի կարող զուգահեռ մի քանի կարևոր գործընթացների մասնակցել: Սա խոսում է իրենց անգործունակության մասին: Ընդ որում, տարօրինակ է, որ տեղափոխում են ոչ թե մեկ ուրիշ, այլ հենց սահմանադրական կարևորություն ունեցող գործընթացը»,-ասաց Հրանտ Մելիք-Շահնազարյանը:

Քաղաքագետը չի բացառում, որ արտահերթ ընտրություններ անցկացնելու Ալիևի որոշման պատճառներից մեկը կապված լինի ներքին խնդիրների հետ:

«Կա խնդիր կապված ներիշխանական հակասությունների հետ` ներգրավված կլանների միջև: Մի պահ քննարկվում էր, թե ով կլինի թեկնածուն՝ ի՞նքը, թե Մեհրիբան Ալիևան: Այսինքն` ինտրիգ կար հենց իշխանության ներսում: Հիմա տեսնում ենք, որ Ալիևին կհաջողվի կարգավորել այդ հարցը»,-հավելեց նա:

 

Ադրբեջանի   նախագահ Իլհամ Ալիևը ստորագրել է հրամանագիր երկրում արտահերթ նախագահական ընտրություններ անցկացնելու վերաբերյալ: Ադրբեջանում արտահերթ նախագահական ընտրությունները նշանակվել են2018 թվականի ապրիլի 11-ին: 2018 թվականին լրանում է Ադրբեջանի նախագահ Իլհամ Ալիևի պաշտոնավարման ժամկետը: Նախագահական ընտրությունները պետք է տեղի ունենային հոկտեմբերի 17-ին: Ադրբեջանիկենտրոնական ընտրական հանձնաժողովին հանձնարարվել է ապահովել ընտրությունների անցկացումը՝ համաձայն Ընտրական օրենսգրքի:
