Կոնֆլիկտի լուծման հարցով նշանակություն չունեցող հանդիպում

Փետրվարի 7–ին Հայաստան կայցելեն ԵԱՀԿ Մինսկի խմբի համանախագահներ Էնդրյու Չաուֆը (ԱՄՆ), Ստեֆան Վիկտոնին (Ֆրանսիա) և Իգոր Պոպովը (Ռուսաստան): Երևանում նրանք բանակցություններ կվարեն Հայաստանի ղեկավարության հետ և կքննարկեն ղարաբաղյան հակամարտության կարգավորման գործընթացը: Իսկ մինչ այդ՝ փետրվարի 3–ին, նախատեսվում է ԵԱՀԿ Մինսկի խմբի համանախագահների այցը Ադրբեջան:
Այս հանդիպումներն ինչո՞վ կարող են պայմանավորված լինել, և արդյոք սա նաև Ադրբեջանին զգոն պահելու նպատա՞կ ունի, թե ոչ: «Փաստի» այս և այլ հարցերին պատասխանել է քաղաքագետ Հայկ Սուքիասյանը, ում կարծիքով Ադրբեջանն առհասարակ թքած ունի Մինսկի խմբի վրա: Քաղաքագետն ասում է, թե մենք մեզ համար ինչ–որ թեզիսներ ու կաղապարներ ենք մշակել, թե դա կարող է Ադրբեջանին զսպել կամ կոնֆլիկտի լուծման համար է և անիմաստ հավատում ենք մեր մշակած թեզիսներին: Ըստ նրա՝ այդպես չէ. այսօր կարող են հանդիպել, բայց Ադրբեջանը վաղը նորից իր հանցագործությունները շարունակի: Քանի անգամ Մինսկի խումբը եկել է, պայմանավորվել են, և Ադրբեջանը երկու օր անց հրադադարը խախտել է:
«Մինսկի խումբն ինչու է գալիս: Այս քսան տարիներին ինչու են եկել: Այդպիսի մի նույն պատճառով էլ գալիս են: Ես կարծում եմ՝ դա կոնֆլիկտի լուծման հարցով որևէ նշանակություն չունեցող հանդիպում է: Մինսկի խմբի նպատակը կոնֆլիկտը կառավարելն է, ոչ թե՝ լուծելը: Իրենք կոնֆլիկտը կարգավորում ու կառավարում են, բայց չեն լուծում:
Ռուսաստանը Ադրբեջանին հերթական անգամ մեծ քանակությամբ զենք վաճառեց: Հավանաբար գալիս են տեսնելու իրավիճակն ինչպիսին է, ինչպես կարող է սրվել, ում կողմը բռնեն, ում կողմը չբռնեն, որպեսզի բալանս պահեն: Եթե Հայաստանի դիրքերը թուլանան, Հայաստանին կպաշտպանեն, եթե Ադրբեջանինը՝ Ադրբեջանին: Մինսկի խմբի նպատակը դա է: Դինամիկան եթե նայենք, կտեսնենք, որ կոնֆլիկտի լուծման ուղղությամբ որևէ քայլ չեն արել»,– նշեց նա:
Ըստ քաղաքագետի՝ եթե Մինսկի խումբը արդար լիներ, պետք է Արցախի կողմը բռներ, որովհետև իրավունքը Արցախի ու նրա ժողովրդի կողմն է: Վերջինս առաջարկում է Մինսկի խմբին գնալ Հայաստանի փոխարեն Արցախ, որովհետև ՀՀ–ն կոնֆլիկտի կողմ չէ:
«Կոնֆլիկտի կողմը Արցախն է: ՀՀ ներկայությունը այս բանակցային գործընթացում ես ընդհանրապես չեմ հասկանում: ՀՀ–ն Արցախի փոխարեն բանակցելու իրավունք չունի: Ինչու ենք մենք Արցախին դուրս թողել և իր փոխարեն բանակցում ենք: Մենք ինքներս թույլ չենք տալիս, որ Արցախը մտնի միջազգային հարաբերությունների ոլորտ, իսկ այդ դեպքում նա կդառնար այդ հարաբերությունների դե ֆակտո սուբյեկտ»,– հավելեց Սուքիասյանը:
