Կրթության և գիտության նախարար Լևոն Մկրտչյանը օրերս տեղի ունեցած ասուլիսի ժամանակ հայտարարել էր, որ Հայաստանում դպրոցների կառավարման այսօրվա մեխանիզմը իրեն չի արդարացնում: Նա նշել էր, որ խորհուրդները չեն կատարում այն դերը, որը պետք է կատարեին, և դպրոցների տնօրենների ընտրության ձևաչափը փոփոխության կարիք ունի:

ԿԳ նախարարությունն այս առնչությամբ պատրաստվում է օրենսդրական փաթեթ ներկայացնել ՀՀ կառավարությանը: Արդեն պատրաստ փաթեթի հիմքում երկու ուղղություն է եղել. առաջինը՝ որ խորհուրդներն աշխատեն մեկից ավելի դպրոցների համար: Երկրորդ ուղղությունն էլ ենթադրում է, որ արմատապես պետք է մեծանա դպրոցի տնօրենների անձնական պատասխանատվությունը և վերահսկելիությունը: Բացի նշվածներից՝  տնօրենի ընտրության եղանակը պետք է փոխվի:

Կրթության փորձագետ Սերոբ խաչատրյանը, անդրադառնալով սպասվելիք փոփոխություններին,  նախ նշեց, որ դպրոցների տնօրենների ընտրության խնդիրն այն հարցն է, որը հնարավոր չէ ստորին և միջին կարգով լուծել:

«Հիմա եթե մենք փոխենք այս կարգը և խորհուրդը կառավարի մի քանի դպրոց, օրինակ, մի խորհուրդ ընտրվի, որը կկառավարի 10 դպրոց,  սա հարցի լուծում չի լինի: Եթե մենք էլի պետք է շարունակենք խորհրդի անդամներին թելադրել, թե ում պետք է ընտրեն, ի՞նչ տարբերություն ներկայիս իրավիճակի ու այն իրավիճակի միջև, որը կլինի փաթեթն ընդունելուց հետո: Սկզբունքորեն նույն  բանն է լինելու: Իսկ իրական փոփոխության առաջին քայլը հետևյալը պետք է լինի. կառավարման վերին օղակները պետք է հրաժարվեն դպրոցներին ինչ-որ բան թելադրելուց: Այսինքն՝ եթե մենք որոշել ենք, որ տնօրենին խորհուրդն է ընտրելու, ապա պետք է թողնենք, որ ընտրի: Այստեղից պետք է սկսել: Այսինքն՝ առաջին քայլով պետք է բարձր մակարդակով հայտարարել, որ այսուհետ որևէ բարձրաստիճան պաշտոնյա չի միջամտելու խորհրդի աշխատանքին: Փոփոխության առաջին կետը սա պետք է լինի,  որովհետև եթե սա չեղավ, ինչ ուզում է՝ փոխեն, նույն իրավիճակն է լինելու: Կարծում եմ՝ սա այն հարցն է, երբ բարձրաստիճան պաշտոնյաներն իրենցից պետք է սկսեն փոփոխությունը»,- Past.am-ի հետ զրույցում ասաց կրթության փորձագետը՝ հավելելով, որ եթե նշված փոփոխությունը եղավ,  ապա վերոնշյալ տարբերակը կարող է աշխատել:

Այդուհանդերձ, փորձագետը ռիսկեր է տեսնում:

«Այս դեպքում էլ  խորհուրդները պետք է վերահսկվեն, ինչի պարագայում էլ հնարավոր է, որ թեկնածուները փորձեն կաշառել խորհրդի անդամներին, որ իրենց ձայն տան: Այսինքն՝ սա էլ դեռ վերջնական լուծում չի լինի: Լավ է, երբ Հայաստանում ինչ-որ մի կառույցի ինքնավարություն է տրվում, բայց դա պետք է վերահսկել, որովհետև այդ ինքնավարությունը կարող է օգտագործվել սխալ նպատակով»,-ընդգծեց մեր զրուցակիցը:
Ինչ վերաբերում է տնօրենների անձնական պատասխանատվությանն ու վերահսկելիությանը, Սերոբ Խաչատրյանը նկատեց.  «Այս հանգամանքը շատ հաճախ կախված է, այսպես ասած, վերևից:

Տնօրեններին հաճախ «վերևներն» են անօրինականության դրդում: Այսինքն՝ խնդրում են ինչ-որ մարդու ընդունել աշխատանքի, ով չի համապատասխանում որակավորմանը: Եթե տնօրենների արդար՝ առանց կաշառքի և  կոռուպցիայի ընտրություն ապահովենք, այդ դեպքում արդեն հանգիստ կարելի է իրենցից հաշվետվողականություն պահանջել»:
