Երևանի ավագանու վերջին նիստում ստեղծված իրավիճակի վերաբերյալ իր մեկնաբանությունն է տվել Հայաստանի համայնքների միության նախագահ, Եվրոպայի խորհրդի տեղական ու տարածքային իշխանությունների Կոնգրեսում Հայաստանի պատվիրակության ղեկավար Էմին Երիցյանը։ 

 

Նա նշել է՝ «Երևանի ավագանու անդամներն առաջին անգամ չէ, որ խախտում են ընտրված անձանց ընդունված վարքականոններն ու Երևանի ավագանու կանոնակարգը։ Մասնավորապես, անձնավորված, վիրավորական լեքսիկոնի օգտագործումը վարքականոնների ու կանոնակարգի կոպիտ խախտում են։ Սա նույնիսկ դարձել է «Երկիր ծիրանի» խմբակցության անդամներին բնորոշ գործելակերպ, ինչին Երևանի քաղաքապետը (նաև ի հաշիվ իր հեղինակության) միշտ չարդարացված հանդուրժողականությամբ է վերաբերվել։ Պետք է հետևողականորեն կիրառել ավագանու կանոնակարգի 123-րդ հոդվածով նախատեսված միջոցները՝ ընդհուպ մինչև կանոնակարգով նախատեսված նիստերի դահլիճից հեռացումը։ 

Շատ երկրների համայնքային խորհուրդների կանոնակարգերը նախատեսում են ավագանու անդամի չենթարկվելու ու անկարգություն անելու դեպքում նիստի դահլիճից հեռացում ոստիկանների միջոցով։ Երևանի ավագանու վերջին նիստում հենց այդ իրավիճակն էր՝ սակայն բացակայում են ներգործության միջոցների կիրառման մեխանիզմները։ Այլ եղանակների բացակայության հանգամանքներում կարգազանցներին դահլիճից հեռացնելու պատասխանատվությունը վերցրեցին նիստի մյուս մասնակիցները։ 

Ավագանու նիստում ստեղծված իրավիճակում բոլոր հանգամանքները պետք է մանրակրկիտ հետաքննվեն։ Սակայն չի կարելի կենտրոնանալ այդ արարքի հետևանքով առաջ եկած հանգամանքների վրա՝ դրանով անուղղակի արդարացնել ու խրախուսել սադրիչ գործելակերպը։ 

 

Երևանի ավագանու վերջին նիստում «Երկիր ծիրանի» խմբակցության անդամների «գործողությունները» միայն ավագանու գործունեության խաթարման ու կանոնակարգի խախտման համատեքստում չեն։ Նրանց «ակցիան» ուղեկցվում էր ատրիբուտներով, որոնք դահլիճում ներկա գտնվողները կարող էին ընկալել և ընկալեցին որպես իրենց կյանքի ու առողջության համար սպառնալիք»։ 

Հայաստանի համայնքների միությունն իր կանոնադրական մարմինների առաջիկա նիստերում անդրադառնալու է ընտրված անձանց վարքականոնների հարցերին՝ նպատակ ունենալով ինստիտուցիոնալ լուծումներ առաջարկել։
