2017 թ. վերջին մի նախագիծ առաջ քաշվեց, համաձայն որի՝ անհրաժեշտ է ստեղծել «Քրեակատարողական բժշկության կենտրոն» պետական ոչ առևտրային կազմակերպություն: Այսօր արդեն այս որոշման նախագիծը հայտնվել է կառավարության՝ վաղը կայանալիք նիստի օրակարգում:

Նախագծում ասված է, որ քրեակատարողական առողջապահության գործող համակարգի ինստիտուցիոնալ կառուցվածքում առկա են մի շարք համակարգային խնդիրներ, ինչպիսիք են մասնագիտական անկախության բացակայությունը, բուժանձնակազմի հանդեպ ազատությունից զրկված անձանց անվստահությունը, քրեակատարողական համակարգի բուժաշխատողների ներգրավման դժվարությունն ու բժշկական անձնակազմի որակավորման խնդիրը:

Փաստաբան Երվանդ Վարոսյանը, սակայն, Past.am-ի հետ զրույցում նշեց, որ այդ և այլ խնդիրներ կարելի էր լուծել առանց ՊՈԱԿ ստեղծելու, եթե իհարկե՝ ցանկություն լիներ:

-Ասված է, թե նախագծի ընդունմամբ հնարավոր կլինի լուծել  քրեակատարողական բուժօգնության ծառայության մասնագիտական անկախության ապահովման հարցը, մատուցվող բժշկական օգնության և սպասարկման ծառայությունների որակի բարձրացումը և այլն: Կարծո՞ւմ եք, որ սա իսկապես բարեփոխում է՝ հաշվի առնելով ոլորտի Ձեզ ծանոթ խնդիրները:

-Այսօր էլ կա համապատասխան քրեակատարողական հիմնարկ՝ դատապարտյալների հիվանդանոցը, և եթե լիներ կամք ինչ-որ բան իրականում շտկելու ու բարեփոխելու համար, դա կարելի էր անել գործող կարգավորումների պայմաններում: Ես վաղուց չեմ հավատում, որ նոր հիմարկներ, ՊՈԱԿ-ներ հիմնելով, հնարավոր կլինի հասնել ինչ-որ անկախության կամ դրական փոփոխությունների, որոնք էական ու շոշափելի կլինեն: Այսօր էլ ոչ ոք չի խանգարում պատշաճ բուժօգնություն ապահովել, ինչը, սակայն, չի արվում:

-Այդ դեպքում նման ՊՈԱԿ-ի ստեղծումն ի՞նչ նպատակ ունի: Փորձում են ցույց տալ, որ բարեփոխումներ են անում, թե՞ գուցե իսկապես ցանկություն կա ինչ-որ բան անելու:

-Ցավոք սրտի, ես այդ հարցում վատատես եմ: Ժամանակին էլ ՊՈԱԿ-ներ շատ ստեղծվեցին նաև փորձաքրեագիտական հիմնարկների տեսքով, և լոզունգը նույնն էր՝ նրանց անկախությունն ապահովելը, որը շարունակաբար մնաց թղթի վրա: Հիմա էլ է նույնը լինելու: Փորձ է արվելու ներկայացնելու, գուցե նաև միջազգային դոնորներին, որ իրականացվում է բարեփոխում: Բայց նորից եմ ասում՝ կամք լիներ, կապահովեին նաև հիմա: Չկա այդ կամքը:

-Իսկ ծանո՞թ եք նախագծին

-Այնքանով որքանով:


Հավելենք, որ նախագծով սահմանվում է, որ «Քրեակատարողական բժշկության կենտրոն» պետական ոչ առևտրային կազմակերպության գործունեության առարկան է ՀՀ արդարադատության նախարարության քրեակատարողական հիմնարկներում պահվող կալանավորված անձանց և դատապարտյալների առողջության պահպանումը և վերականգնումը, իսկ գործունեության նպատակն է քրեակատարողական հիմնարկներում պահվող կալանավորված անձանց և դատապարտյալներին պատշաճ բժշկական օգնության և սպասարկման ծառայությունների մատուցումը:
