Կես միլիարդ դրամ... նամակների առաքման համար
SOCIETYՏեխնոլոգիաների այս դարաշրջանում, երբ հաղորդակցության ամենաարագ ճանապարհը համացանցն ու էլեկտրոնային փոստն է, դժվար է հավատալ, որ նման աստղաբաշխական թվեր կարող են ծախսվել զուտ թղթի ձեռքբերման ու առաքման համար: Չնայած տեխնիկական առաջընթացին, հայաստանյան մի շարք պետական գերատեսչություններ շարունակում են միլիոնավոր գումարներ «վատնել» փոստային ծառայությունների իրականացման համար: Նամակների արդիականությունը ոչ ոք չի արգելել, բայց երբ թվերն իրար են գումարվում սոցիալ-տնտեսական մի շարք ոլորտներում առկա խնդիրների լուծման համար՝ ֆինասնավորման բացակայության կողքին, մնում է միայն լռել ու փաստերը ներկայացնել:
Կառավարության կայքի ՝ Մեկ անձից կատարվող գնումներ բաժնում արդեն իսկ հրապարակվել են այս տարվա տարբեր գերատեսչություններին անհրաժեշտ փոստային ծառայությունների ծախսերը: Մի դեպքում դրանք կազմում են մի քանի 100 հազար դրամ, մեկ այլ դեպքում՝ հասնում միլիոնների:
Մոտ կես միլիարդ, իսկ ավելի ստույգ՝ 467 միլիոն 945 հազար 300 դրամ է պահանջվում Դատական դեպարտամենտին իր նամակները հասցեատերերին տեղ հասցնելու համար:
Օրինակ՝ Նախագահի աշխատակազմի կարիքների համար փոստային ծառայությունները կկատարի «Հայփոստը», որի համար իրեն մեկ տարվա կտրվածքով կվճարեն 730 հազար 750 դրամ: ՀՀ արտաքին գործերի նախարարությանն ավելի շատ գումար կպահանջվի իրեն անհրաժեշտ փոստային ծառայությամբ ապահովելու համար: Խոսքը 19 միլիոն դրամի մասին է, որը կմատուցի «Տրանսիմ պեքս» ընկերությունը: Մեկ այլ պայմանագրով էլ, որը կնքվել է «Հարավկովկասյան երկաթուղի» ընկերության հետ, փոստային ծառայությունները կարժենան 20 հազար դրամ:
ՀՀ արդարադատության նախարարության քրեակատարողական վարչության փոստային ծառայությունները կկատարի «Հատուկ կապ» ընկերությունը, որի համար իրեն կվճարեն 3 միլիոն 600 հազար դրամ: Արմավիրի մարզպետարանին այս տարվա փոստային ծառայությունների պատշաճ կատարման համար անհրաժեշտ է 240 հազար դրամ: Նույնքան գումար կպահանջվի նաև Կոտայքի մարզպետարանին:
ՀՀ ազգային վիճակագրական ծառայության փոստային ծառայությունների ձեռքբերման համար կպահանջվի 4 միլիոն 630 հազար դրամ: ՀՀ սոցիալական հարցերի նախարարության ՍԱՊԾ-ի փոստային առաքման ծառայությունները այս տարի կազմել են 24 միլիոն դրամ, իսկ ՀՀ գյուղատնտեսության նախարարության ՍԱՊԾ-ինը՝ 240 հազար դրամ: ՀՀ տարածքային կառավարման և զարգացման նախարարության միգրացիոն պետական ծառայությանն էլ անհրաժեշտ է տրամադրել մի փոքր ավելի քիչ՝ 150 հազար դրամ նամակների առաքման համար:
Սփյուռքի նախարարության՝ «Հայփոստի» հետ պայմանագիրը կազմել է 9 միլիոն 100 հազար դրամ, իսկ կառավարությանը՝ 900 հազար դրամ: ՀՀ քննչական կոմիտեն սուրհանդակային ծառայությունների համար կվճարի 6 միլիոն դրամ, ՀՀ ՏՄՊՊՀ-ն՝ 2,
Դատախազությունը՝ 10, իսկ ԴԱՀԿ-ն՝ 30 միլիոն դրամ:
