SOCIETY Երևանի քաղաքապետարանի աշխատակազմի վարչությունների տարեկան հաշվետվությունների շրջանակում Երևանի քաղաքապետ Տարոն Մարգարյանն աշխատանքային խորհրդակցություն է անցկացրել ճարտարապետության և
քաղաքաշինության վարչության և քաղաքաշինական գործունեության հատուկ կարգավորման ծրագրերի բաժնի պետերի ու «Երևաննախագիծ» ՓԲԸ տնօրենի մասնակցությամբ: Հանդիպմանը ներկա են գտնվել նաև ճարտարապետության և
քաղաքաշինության ոլորտները համակարգող Երևան քաղաքի գլխավոր ճարտարապետ Տիգրան Բարսեղյանը և քաղաքապետի խորհրդական Վահագն Վերմիշյանը:
Խորհրդակցության ընթացքում ոլորտների պատասխանատուները քաղաքապետ Տարոն Մարգարյանին զեկուցել են 2017թ. կատարված աշխատանքների և 2018թ. ծրագրերի մասին: Ընդհանուր առմամբ դրական գնահատելով վարչությունների
կատարած աշխատանքը՝ քաղաքապետ Տարոն Մարգարյանը ոլորտների մասով մի շարք դիտարկումներ է կատարել: «Քաղաքը կառուցելու համար անհրաժեշտ է հետաքրքիր առաջարկներով հանդես գալ, բայց, որ կարևոր է, դրանք պետք է լինեն միջավայրին համահունչ: Որպես ոլորտի մասնագետ, դուք պետք է թելադրեք այն պահանջները, որոնք անհրաժեշտ են մայրաքաղաքի քաղաքաշինական դիմագիծը պատշաճ ներկայացնելու համար: Սա այն ոլորտն է, որ կարևոր դերակատարում է ունենում հարմարավետ միջավայրի ձևավորման ու ճանաչելիության հարցում՝ դառնալով Երևանի պատմության մի մասնիկը: Շատ կարևոր է, որ ակտիվ համագործակցեք մեր գործընկեր քաղաքների համապատասխան մասնագետների հետ, ինչը հնարավորություն կտա լավագույն ու հաջողված տարբեր օրինակներ կիրառել նաև Երևանում», - նշել է քաղաքապետը:
Քաղաքապետ Տարոն Մարգարյանն առանձնակի կարևորել է նաև գործարար միջավայրի բարելավման՝ Doing Business վարկանիշի բարձրացումն ու ներդրումային ծրագրերի իրականացումը: «Մենք պետք է ակտիվացնենք քաղաքային տնտեսության այն ոլորտների աշխատանքը, որոնց արդյունքներն անմիջականորեն կապ ունեն Doing Business-ի ցուցանիշի բարելավման հետ: 2016թ.-ից նախաձեռնեցինք և սկսեցինք իրականացնել լայնածավալ ծրագիր` քաղաքաշինական փաստաթղթերի տրամադրման կարգի պարզեցման ուղղությամբ: Այսօր պարզեցված են փաստաթղթերի տրամադրման հետ կապված մի շարք գործընթացներ՝ զգալիորեն կրճատելով շինարարության թույլտվության տրամադրման ժամկետները: Այս ամենն արվում է Երևանում գործարար միջավայրի բարելավման միջոցառումների ծրագրի շրջանակում: Թեև քաղաքաշինական փաստաթղթերի տրամադրման, ինչպես նաև մայրաքաղաքում իրականացվող շինարարական գործընթացի այս կամ այն փուլը գտնվում է մեր ամենօրյա հսկողության տակ, սակայն պետք է փաստենք, որ հասարակության շրջանում դեռևս նկատվում է իրազեկվածության պակաս:
Հետևաբար, այս ուղղությամբ պետք է լուրջ քայլեր ձեռնարկվեն: Քաղաքացին, գործարարը պետք է իրազեկ լինեն շինթույլտվությունների կարգի պարզեցման ընթացակարգերին և վստահ լինեն, որ մեզ դիմելուց հետո կստանան ամբողջական տեղեկատվություն՝ շինարարական այս կամ այն գործընթացի վերաբերյալ», - ընդգծել է Տարոն Մարգարյանը:
