48 հազար եվրո՝ հօգուտ «Եհովայի վկաների». վերջնաժամկետն ապրիլի 12-ն է
SOCIETYԿառավարության նիստի չզեկուցվող հարցերի մեջ է ընդգրկվել ՀՀ արդարադատության նախարարությանը գումար հատկացնելու մասին հարցը, որը վերաբերում է Մարդու իրավունքների եվրոպական դատարանի «Ադյանը և այլք ընդդեմ Հայաստանի» գործով վճռին:
2017 թվականի հոկտեմբերի 12-ի կայացրած վճռի պահանջները կատարելու նպատակով ՀՀ կառավարության պահուստային ֆոնդի հաշվին 2018 թ. 1-ին կիսամյակում 48000 եվրոյին համարժեք ՀՀ դրամ կհատկացվի: 4 դիմումատուներից յուրաքանչյուրին 12000 եվրո կհատուցվի:
«Ադյանը և այլք ընդդեմ Հայաստանի» գործը վերաբերում է Արթուր Ադյանին, Վահագն Մարգարյանին, Հարություն Խաչատրյանին և Գարեգին Ավետիսյանին, ովքեր 2011 թ. ամռանը դատապարտվել են երկուսուկես տարվա ազատազրկման։
ՀՀ չորս քաղաքացիներ բողոք են ներկայացրել 2011 թվականի դեկտեմբերի 6-ին՝ Մարդու իրավունքների և հիմնարար ազատությունների պաշտպանության մասին կոնվենցիայի 34-րդ հոդվածի հիման վրա: Հայցվորները ՄԻԵԴ-ում բողոքել են, որ իրենց նկատմամբ կայացված դատավճիռները խախտել են կոնվենցիայի 9-րդ հոդվածը, և նրանց կալանքը հիմնված է եղել դատարանների կողմից կարծրատիպային փաստարկների վրա: Հայցվորները «Եհովայի վկաներ» կրոնական կազմակերպության անդամներ են եղել: Երկուսը՝ Երևանից, մեկը՝ Ծաղկավանից, մյուսը՝ Կապանից: 2011 թվականի մայիսին և հունիսին նրանց կանչել են զինվորական ծառայության, բայցքաղաքացիները չեն ներկայացել: Փոխարենը նրանք նամակներ են ուղղել զինկոմիսարիատ և շրջանային դատախազություն՝ հրաժարվելով զինվորական կամ այլընտրանքային ծառայության անցնել: Հայցվորների դեմ զինվորական կամ այլընտրանքային ծառայությունից խուսափելու մեղադրանքներ են ներկայացվել, և նրանք դատապարտվել են ազատազրկման: Նրանք պնդել են, որ իրենք «Եհովայի վկաներ» են, և եկել մի եզրակացության, ըստ որի՝ եվրոպական չափանիշներով առաջարկվող ծառայությունը փաստացիորեն քաղաքացիական բնույթ չի կրել և վերահսկվել է զինվորական իշխանությունների կողմից:
Նախորդ տարվա հոկտեմբերի 12-ին ՄԻԵԴ-ը սահմանել է, որ Հայաստանում չորս «Եհովայի վկաներ» անարդարացիորեն դատապարտվել են ազատազրկման այլընտրանքային ծառայությունից հրաժարվելու համար, որը հսկվում և վերահսկվում էր զինվորական մարմինների կողմից։ ՄԻԵԴ-ը նաև սահմանել է, որ այդ չորս երիտասարդները դատապարտվել են անհիմն կերպով, քանի որ Հայաստանը չի տրամադրել իսկական քաղաքացիական բնույթի այլընտրանքային ծառայության հնարավորություն, թեև պարտավորվել էր դա անել։ ՄԻԵԴ-ը վճռել է, որ այդ երիտասարդների հետապնդմամբ ու դատապարտմամբ ոտնահարվել է Մարդու իրավունքների եվրոպական կոնվենցիայի 9-րդ հոդվածով երաշխավորված խղճի և կրոնի ազատության իրավունքը։
Հավելենք, որ նշվածգործովՄԻԵԴ վճիռն օրինական ուժի մեջ է մտել 2018 թ. հունվարի 12-ին:Վճռովսահմանվածհատուցմանգումարիվճարման վերջնաժամկետը 2018 թ.ապրիլի 12-ն է:
