Արդեն տևական ժամանակ է, ինչ Հայաստանում գտնվող ռուսական սահմանապահ զորքերի կողմից իրականացված հերթական կեղծարարությունը մեծ աղմուկ է բարձրացրել ոչ միայն հայկական այլև ռուսական մամուլում: Լրատվականները չեն դադարում աղաղակել այն մասին, թե ինչպես վերոնշյալ զորմասի հրամանատարի թեթև ձեռքով, 40 տոննա կարագի մատակարարման համար հայտարարված տենդերը, կեղծիքի միջոցով՝ կեղծ նամակով, խլվեց տենդերը արդարացիորեն շահած Ար-Բե ընկերությունից և տրվեց իր համար նախընտրելի ընկերությանը:
Հետևողականության և խնդրին լրջորեն մոտենալու արդյունքում, ռուսական զորամասի ղեկավարությունը, հասկանալով, որ իրենց կողմից իրականացված կոռուպցիոն գործողությունը բացահայտվել է, չեղարկեցին հայտարարված տենդերը: Սակայն նմանօրինակ հակապետական գործողությունները կանխելու ամենաշահագրգիռ կողմը պետք է բոլոր լծակները ներդնի կատարված դրամաշորթության մասնակիցներին պատժելու համար: Հակառակ դեպքում, միայն տենդերի չեղարկումը կատարված հանցագործության քողարկում կլինի և նմանտիպ դեպքերը շարունակական կլինեն, իսկ դա այն էլ ուժային համակարգում անթույլատրելի է, առավելևս, երբ խոսակցություններ կան որ տխրահռչակ գեներալը զորամասի կողմից հայտարարված գրեթե բոլոր տենդերներն էլ նման մեխանիզմով է իրականություն դարձնում:
Եթե պատասխանատու կողմի համար «դժվար» է բացահայտել, թե իրականում ո՞վ է ուղարկել այդ նամակը, կա՞ նման նամակ թե ոչ, ապա թե հայկական կողմը, թե բելոռուսական կողմը պատրաստ են միջամտել և 5 րոպեում իրավապահ մարմիններին տրամադրել բոլոր անհրաժեշտ տվյալները՝ մեղավորներին կամ մեղավորին պատասխանատվության ենթարկելու համար:
Ոչ մի կառույցի էլ պատիվ չի բերում,երբ պաշտոնավարում են Ալեքսանդր Միխեյեվի նման կոռումպացված դեմքեր, դրանք առաջին հերթին վտանգում են պետության անվտանգությունը, իսկ դա ցանկացած խելամիտ ղեկավարության համար առաջնային խնդիրներից մեկն է:
