Պետական գումարներ հափշտակածները պետք է պատժվեն օրենքի ամբողջ խստությամբ

Տևական ժամանակ է ինչ մամուլում ակտիվ քննարկվում են ռուսական սահմանապահ զորմասի հրամանատարության օրինազանց գործողություններն, ինչի արդյունքում պետական խոշոր գումարներ պետք է հափշտակվեին: Սակայն զորամասի հրամանատարությունն այս անգամ իր հաշվարկներում սխալվել էր, երբ փորձել էր ոտնահարել հայ-բելոռուսական համատեղ ընկերության իրավունքները: Ամբողջ պատմությունը սկսվել էր զորմասի կողմից հայտարարված 40 տոննա կարագ մատակարերելու համար տենդերից, որի արդյունքում նույն հայ-բելոռուսական ընկերությունը առաջարկելով ամենամատչելի 135,600,000 միլիոն դրամ գումար, շահել էր այն: Սակայն հավատարիմ մնալով իրենց գործելաոճին փորձ էր կատարվել Ար-Բե-ին դուրս մղել օրինական կերպով շահած տենդերից, այդկերպ մոտ 100 միլիոն դրամ գումար գրպանելու մտադրությամբ: Հավաստի տեղեկատվություն կա նաև, որ վերջին 5-10 տարիների կտրվածքով, զորամասին վերաբերվող բոլոր տենդերներն էլ նման ձևով է իրականացնում՝ սահմանվածից կրկնակի-եռակի ավել գումարի դիմաց, այն տրամադրելով իրենց «հովանավորությունը» վայելող ընկերություններին:
Սակայն Ար-Բե-ի դեպքում կեղծարարությունը չհասավ իր տրամաբանական ավարտին, քանի որ կեղծ նամակի անվան տակ, որը իբր թե ուղարկվել էր Ար-Բե-ի անունից և որում իբր թե նշված է եղել, որ Ար-Բե-ն բարձրացրել է կարագի գինը, որի ընդհանուր գումարը կազմել է 213,000,000 դրամ, այն աստիճան արհեստական բնույթի էր, որ թեմայից անտեղյակն էլ կհասկանար որ սա դասական ատկատի մեխանիզմ է, որը սակայն հետագայում պետք է զեղծարարությունն իրականացնողների այսպես ասած «քթերից գար»:
Հենց սկզբից էլ պարզ դարձավ, որ այս ամենը դրամաշորթության վառ օրինակ էր Ար-Բե ընկերության հետևողականության, հայկական և ռուսական մամուլում բարձրացված աղմուկի ազդեցության տակ այդ տենդերը ստիպված չեղարկեցին:
Սակայ երբ հայ-բելոռուսական ընկերությունը տրամադրված է վճռական և մինչև վերջ պատրաստվում է պաշտպանել ընկերության ոտնահարված իրավունքները,մեղավորներին պատժելու համար մտադիր են դիմել նաև ռուսական դատախազությանը:Այս թեման լրատվականներում և ոչ միայն, այնքան ժամանակ կշարունակվի բարձրաձայնվել, քանի դեռ ռուսական պատկան մարմինները համապատասխան ուսումնասիրությունների արդյունքում չեն հայտնաբերի մեղավորներին և չեն ենթարկի պատասխանատվության:
Սա ինքնանպատակ գործողություն չէ ԱՐ-ԲԵ-ի կողմից, քանի որ խնդիրը նաև ընկերության հեղինակությանն է վերաբերվում, իսկ այս համատեքստում թե՛ հայկական, թե՛ բելոռուսական կողմերը պատրաստակամ են գնալ մինչև վերջ: Վերջիվերջո այս աղմկահարույց դեպքի բացահայտումն ու մեղավորներին պատասխանատվության ենթարկելը, բխում է նաև ռուսական կողմի շահերից՝ հետագայում ուժային կառույցներում նման արատավոր երևույթները բացառելու համար:
