Արդեն օրեր շարունակ լրատվամիջոցներում և սոցցանցերում շարունակվում է թմբկահարվել հայտնի կարագի տենդերի թեման, մի խայտառակ պատմություն, որը տեղի է ունեցել ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերում։ Այս պատմությունն իր մեջ ներառում է փաստաղթղթեր կեղծելու, կոռուպցիայի, պաշտոնեական դիրքը չարաշահելու և այլ գործողություններ, որոնց նպատակը, բնականաբար, ապօրինի ճանապարհով շահույթ ստանալն է եղել։
Սույն թվականի փետրվարի 16-ին հայ-բելոռուսական Ար-Բե ընկերությունը դիմել է մասնակցելու ռուսական в/ч 2089 զորամասին կարագ մատակարարելու տենդերին՝ մեկ կիլոգրամ կարագը 3390 դրամ գնով։ Սակայն որոշ շահագրգիռ անձինք բացահայտ կեղծիքի միջոցով այնպես են արել, որ Ար-Բե ընկերությունը, որը 40 տոննա կարագի համար առաջարկել էր 135 միլիոն 600 հազար դրամ, չի շահել տենդերը, իսկ փոխարենը շահել է նրանից շատ ավելի բարձր գին՝ 211 միլիոն դրամ, առաջարկող մեկ այլ ընկերություն։
Փաստորեն, գործել է տենդերների անցկացման հայտնի մեխանիզմներից մեկը, երբ փաստաթղթերը կեղծելու, մասնակից ընկերության անունից կեղծ նամակ պատրաստելու միջոցով որոշակի անձինք հաղթող են ճանաչել ավելի թանկ գին առաջարկող ընկերության։ Հասկանալի է, որ նրանք ունեցել են անձնական շահ այդ ամենում, քանի որ խոսքը գնում է պետության փողերը մսխելու մասին։ 
Այս ամենը չէր կարող հենց այնպես անցներ, և բարձրացված աղմուկի արդյունքում վերոնշյալ տենդերը արդեն իսկ չեղյալ է համարվել։ 
ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերի հրամանատար գեներալ Անատոլի Միխեևը, որը ըստ լավատեղյակ աղբյուրների իրգործուն մասնակցությունն է ունեցել այդ տենդերի հաղթողին որոշելու գործում, ըստ երևույթին արդեն հասկացել է, որ դրանով որոշ սահմաններ է անցել, և շտապել է տենդերը չեղյալ հայտարարել։
Բայց մի՞թե տենդերի արդյունքները չեղյալ համարելը այդ ամենին ներգրավված անձանց ազատում է պատասխանատվության ենթարկվելուց։ Սա այն դեպքերից է, երբ հետագա քայլերի բացակայությունը նրանց կողմից կարող է ընկալվել որպես անպատժելիություն, ավելին՝ ամենաթողություն, իսկ դա մշտապես հիմք է տալիս հետագայում, երբ աղմուկը արդեն մարած լինի, նույն հանցանքը կրկնել։ 
Այս դեպքում լռելը բերելու է նույնատիպ արարքների կրկնությանը, առավել ևս, որ նույն Անատոլի Միխեևը և նրան հարակից անձինք, տենդերի արդյունքները չեղյալ հայտարարելով ընդունել են դրանց կեղծված լինելու փաստը, հետևաբար եթե նրանք իրապես մեղավորություն չունեն այս ամենում,ապա մեղավորներին պատժելու ամենաշահագրգիռ կողմը հենց իրենք պետք է լինեն։ 
Սա ընդամենը դեպքերից մեկն է, այնինչ հավաստի աղբյուրները նշում են, որ ՀՀ ռուսական սահմանապահ զորքերում վերջին 10 տարում բոլոր տենդերային մրցույթները անցնում են նույն ձևերով, որի արդյունքում միշտ շահում են կրկնակի կամ եռակի բարձր գին առաջարկած ընկերությունները։ 
Ար-Բե ընկերությունը սակայն գնալու է բոլոր մեղավորներին բացահայտելու և պատժելու ուղով, և առաջիկայում պատրասվում է դիմել Ռուսաստանի Դաշնության դատախազությանը, իսկ մենք մեր կողմից ամեն օր շարունակելու ենք տեղեկացնել հանրությանը այս գործի մասին, մինչև կայացվի արդար դատավճիռ և նման ապօրինի դեպքերը բացառվեն։
