Արդեն շատերը տեղյակ են ՀՀ ռուսական սահմանապահ զորքերում վերջերս կատարված խայտառակ միջադեպի մասին։ Այդ մասին օրեր շարունակ գրում են թե՛ լրատվամիջոցները, թե՛ սոցցանցերի օգտատերերը։ Դեպքին պարբերաբար անդրադառնում է նույնիսկ ռուսական մամուլը։
Դեպքը, որի մասին խոսվում է, պատիվ չի բերում թե՛ ռուսական սահմանապահ զորքերին, թե՛ Հայաստանին, որտեղ դրանք տեղակայված են։ Խոսքը գնում է в/ч 2089 ռուսական զորամասին կարագ մատակարարելու տենդերի մասին, որի հաղթողին որոշելու գործընթացում տեղ են գտել մի շարք կեղծիքներ և ապօրինություններ։
Ար-Բե հայ-բելոռուսական ընկերությունը սույն թվականի փետրվարի 16-ին դիմել էր մասնակցելու այս տենդերին և առաջակել էր մեկ կիլոգրամ կարագի համար 3990 դրամ գին, որը ընդհանուր 40 տոննա կարագի համար կազմում էր 135 միլիոն 600 հազար դրամ։ Սակայն մի խումբ անձանց հանցագործ միջամտության արդյունքում տենդերը շահել էր այլ ընկերություն, որն առաջարկել էր շատ ավելի բարձր գին՝ 211 միլիոն դրամ 40 տոննա կարագի համար։ Հասկանալի է, որ այդ անձինք ունեին շատ հստակ նյութական շահագրգռվածություն, որպեսզի տենդերում հաղթի ակնհայտորեն ավելի բարձր գին առաջարկած կազմակերպությունը։ 
Այս թեման արդեն օրեր շարունակ շրջանառվում է սոցցանցերում և լրատվամիջոցներում։ Առաջացած աղմուկի պատճառով նույն անձինք արագորեն չեղյալ են հայտարարել կարագի տենդերի արդյունքները, սակայն դա նրանց չի ազատում պատասխանատվության ենթարկվելու պահանջից։
ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերի հրամանատարը գեներալ Անատոլի Միխեևն է, որը, ըստ լավատեղյակ աղբյուրների, անուղղակիորեն մասնակցություն է ունեցել տենդերի հաղթողին որոշելու գործընթացին։ Պարզ է, որ առաջացած աղմուկը նրան դրդել է դիմել որոշ քայլերի և չեղյալ հայտարարել տենդերի արդյուքնները։ Բայց ամբողջ զավեշտը նրանում է, որ տենդերի արդյուքնները չեղյալ համարելով՝ Միխեևը և մյուս անձինք, փաստորեն, ընդունել են իրենց մեղքը, խոստովանել, որ տենդերը անցկացվել է ապօրինի մեթոդներով, օրենքի կոպիտ խախտումներով, փաստաթղթերի կեղծմամբ, որի համար նանախեստվում է քրեական պատասխանատվություն։
Բանը նրանում է, որ այս ամենը նոր երևույթ չէ։ ՀՀ-ում տեղակայված ռուսական սահմանապահ զորքերում վերջին 10 տարիների ընթացքում տենդերների հայտարարման ու շահելու պրոցեսը միշտ ընթացել է նման մութ սցենարով, և միշտ այդ տենդերներում շահել են ընկերություններ, որոնք առաջարկել են կրկնակի, եռակի անգամ բարձր գին։ 
Ամեն դեպքում փաստ է, որ դեպքը բացահայտվել է, սակայն մեղավորները դեռ անպատիժ են և հույսով լի, որ միայն տենդերի արդյունքները չեղյալ հայտարարելով՝ հաղթահարելու են կատարված ապօրինությունը։ 
Սակայն Ար-Բե ընիերությունը վճռական է տրամադրված և եթե այս անգամ չհայտատարվի տենդերը շահած ընկերության անունը,Ար-Բե ըներության անունից կեղծ նամակ ներկայացրած անձինք չբացահայտվեն ու չպատժվեն, ապա Ար-Բե ընկերության հայտով այդ ամենը կիրկանացնի Ռուսաստանի Դաշնության Գլխավոր դատախազությունը։ Իսկ հանրությունը, քանի դեռ մեղավորները չեն հայտնաբերվել ու պատժվել, ամեն օր իրազեկվելու է այս գործի ընթացքի մասին։
