Ինչու՞ չեն շտապում հերքել տենդերի կեղծման՝ իրենց ուղղված մեղադրանքները

Մուշեղ Մինասյանը ֆեյսբուքյան իր էջում գրում է՝
Տենդերների անօրինական տրամադրման հերթական դեպքը իր հնչեղությամբ գերազանցեց մինչ այս հայտնի դեպքերին։ Նախ սկենք նրանից, որ այն միջազգային սկանդալի առիթ կարող էր դառնալ, քանի որ խոսքը գնում է ՀՀ-ում տեղակայված ՌԴ սահմանապահ զորքերի համար կարագի մատակարարման տենդերի խայտառակ պատմության հետ, որի մեղավորների հարցում սլաքներն ուղղվում էին ռազմաբազայի հրամանատարության կողմը։ Մյուս կողմից էր ապօրինության արդյունքում տուժել է հայ-բելոռուսական համատեղ «Ար-Բե» ընկերությունը, որի անունից ներկայացված կեղծ նամակի հիման վրա, կրկնապատիկ ավել բարձր գին առաջարկելով, մեկ այլ կազմակերպություն շահեց հայտարարված տենդերը՝ շուրջ 100 միլիոն դրամ գերծախսով։
Իսկ մամուլում հրապարահված նյութերում արդեն բաց տեքստով ասվում էր, որ մախինացիոն գործընթացներում խառն են նաև մարդիկ հենց Հայաստանից, ու հարցի՝ արժանվույն լուծում չստանալու պարագայում կհրապարակվեն նաև համապատասխան անունները։ Հատկանշական է, որ փաստաթղթերի կեղծման ու օրինախախտության այս բացահայտման դիմաց որպես լուծում դեռևս տենդերի կասեցումն է եղել, և ոչ մի լուրջ քայլ՝ մեղավորներին պատժելու և համակարգում վերահսկողություն սահմանելու հարցում։
Հանուն արդարության՝ պետք է նշել, որ տենդերի կասեցումը դեռևս հարցի լուծում չէ, և շատ ավելի հետևողական քայլեր են պետք այս ուղղությամբ, քանի որ կան փաստեր, որ գրեթե տասը տարի այսօրինակ կեղծիքները պարբերական բնույթ են կրում ռուսական ռազմաբազայում, որտեղ մատակարարման համար հայտարարված տենդերներին մասնակցելն արդեն խնդիր է ու ոչ բոլոր կազմակերպությունները կարող են մասնակցել, ուր մնաց՝ հաղթողին որոշելը։ Իսկ ինչ վերաբերում է գլխավոր «կասկածյալ» ռուսական զորքերի հրամանատար Անատոլի Միխեևին, ում անունը հիշատակվում է մամուլում տարածված բոլոր նյութերում, նշենք, որ եթե այդ մեղադրանքները զուտ ասեկոսեների մակարդակում են, ապա առաջինը հենց Միխեևը պետք է հետաքրքրված լինի այս պատմության բացահայտման և մեղավորի պատժելու հարցերում։ Սակայն, ինչպես ժամանակն է ցույց տալիս, ռուս գեներալը չի շտապում հերքել մեղադրանքները, իսկ այդ հանգամանքը արդեն շատ բանի մասին կարող է խոսել։ Երևի թե մեղաորներին թվում է, որ իրենց լռությամբ կարող են լռեցնել նաև այս սկանդալն ու մոռացության մատնել այն, սակայն դա միայն թվում է։ Լրատվամիջոցները ոչ մի կերպ չեն պատրաստվում դադարեցնել այս մասինլուսաբանումը, քանի դեռ այս՝ տարիներ ի վեր տեղի ունեցող խարդախությունը խստագույնս չի պատժվել ու չի վերացել ռուսական ռազմաբազայի առօրյաից։
