Դպրոցներում ՏՀՏ ոլորտ կուսումնասիրեն
SOCIETYՀՀ կրթության և գիտության նախարարությունը առաջնահերթ է համարում հանրակրթական դպրոցներում տեղեկատվական հաղորդակցման տեխնոլոգիաների(ՏՀՏ) պարտադիր և արդյունավետ օգտագործումն ուսումնական գործընթացում: Այս նպատակով նախարարությունը Դասագրքերի և տեղեկատվական հաղորդակցման տեխնոլոգիաների շրջանառու հիմնադրամի հետ համատեղ մի նախագիծ է մշակել, որ կրում է «Ապագան այսօր» անունը:
«Հանրակրթության որակի և արդիականության բարելավման «Ապագան այսօր»» ծրագրի նպատակն է հանրակրթության որակի, արդիականության և արդյունավետության բարձրացումը՝ նորարարական տեխնոլոգիաների օգտագործման միջոցով: Ծրագրի շրջանակներում նախատեսվում է ապահովել տեղեկատվական հաղորդակցման տեխնոլոգիաների պարտադիր և արդյունավետ օգտագործումն ուսումնական գործընթացում:
Ըստ նախագծի՝ ՀՀ ֆինանսների նախարարը 10-օրյա ժամկետում պետք է մշակի հարկային արտոնությունների փաթեթ` այս ծրագրով նախատեսված մասնակիցների համար, իսկ մարզպետներին և Երևանի քաղաքապետին էլ առաջարկվում է օժանդակել ծրագրի իրականացման աշխատանքներին:
Կառավարության որոշման ընդունումը պայմանավորված է նրանով, որ տեղեկատվական հաղորդակցման տեխնոլոգիաներն ունեն նորարարության զարգացումն արագացնելու, սովորողների գիտելիքները հարստացնելու և խորացնելու, հմտությունները զարգացնելու, ինչպես նաև նրանց նախաձեռնությունը բարձրացնելու և ուսման մեջ արդյունավետ ներգրավելու անհրաժեշտություն:
Ասվում է, թե տեղեկատվական հաղորդակցման տեխնոլոգիաների ոլորտը կառավարության կողմից ճանաչված է որպես տնտեսության զարգացման առաջնային ոլորտ և մեր երկրի տնտեսության ամենաարագ զարգացող ու խոստումնալից ճյուղերից մեկն է հանդիսանում:
«Բարձր տեխնոլոգիաների ոլորտում Հայաստանի ավանդական առաջատար դիրքը, բարձրակարգ մասնագետներն ու հայկական ձեռնարկատիրական ոգին ստեղծում են ոլորտի հետագա զարգացման հեռանկարներ: Հայտարարելով տեղեկատվական հաղորդակցման տեխնոլոգիաների ոլորտը որպես տնտեսության զարգացման գերակա ճյուղ, Հայաստանը կարիք ունի շարունակաբար ապահովել այն անհրաժեշտ մասնագիտական ներուժով»,- կարդում ենք նախագծում:
Նախագծի հեղինակները համոզված են, որ տեղեկատվական հաղորդակցման տեխնոլոգիաների մասնագետների պատրաստումը և ընդհանրապես բնակչության տեղեկատվական հաղորդակցման տեխնոլոգիաների կրթվածության մակարդակի բարձրացումը պետք է սկսել միջնակարգ կրթությունից: Բացի այդ, անհրաժեշտ է ստեղծել կայուն և շարունակական մեխանիզմներ, որոնք կապահովեն տեղեկատվական հաղորդակցման տեխնոլոգիաների արդյունավետ կիրառումը ուսումնական գործընթացում և կրթության համակարգի պարբերական վերազինումը՝ տեղեկատվական հաղորդակցման տեխնոլոգիաների զարգացմանն ու նոր սերնդի համակարգչային սարքավորումների ստեղծմանը զուգահեռ:
Նախագծում նաև հիշեցում է արվում, որ հանրակրթության ոլորտում տեղեկատվական հաղորդակցման տեխնոլոգիաների համակարգային ներդրման համակարգված գործընթացը սկսվել է 2004 թ.-ից՝ հանրակրթության համակարգում տեղեկատվական հաղորդակցման տեխնոլոգիաների ներդրման ռազմավարական ծրագրի իրականացմամբ:
