ՀՀ Ազգային ժողով են ժամանում «Ելք» խմբակցության պատգամավորները. ապրիլի 17-ին պետք է կայանա ՀՀ վարչապետի ընտրության հարցի քննարկման հատուկ նիստը: Սկզբում ԱԺ շենք մտավ Մանե Թադիլյանը, այնուհետև Արամ Սարգսյանը, ապա՝ Էդմոն Մարուքյանը: Լրագրողների հետ զրույցում Արամ Սարգսյանն ասաց, որ եթե քվորում չապահովվի, ինքն էլ չի մտնի նիստերի դահլիճ: «Հարցեր չեմ տալու, ելույթը չեմ լսելու, նստելու եմ կաբինետումս: Հենց գա մեր ելույթ ունենալու ժամանակը, մտնելու եմ գրանցվեմ ելույթի և ելույթ ունենամ»,-ասաց նա:

Էդմոն Մարուքյանը պատրաստվում է մասնակցել Ազգային ժողովի հատուկ նիստին և ելույթ ունենալ վարչապետի ընտրության հարցի քննարկմանը: «Եթե նիստը կայանա, ապա մենք պետք է անպայման մասնակցենք, ելույթներ ունենանք ու արտահայտենք մեր դիրքորոշումը»,-ասաց Մարուքյանը: Նրա տեղեկություններով՝ մեծամասնության պատգամավորներն արդեն Ազգային ժողովի շենքում են, պատրաստվում են վարչապետի ընտրության հարցի քննարկմանը:

Մարուքյանը նաև նշեց, որ չի ափսոսում «Ելք»-ի իր գործընկեր Նիկոլ Փաշինյանի պայքարին չմիանալու համար` ընդգծելով, որ բոլոր իրադարձությունները, որոնց մասին իրենք ասում էին Նիկոլ Փաշինյանին պայքարը սկսելուց առաջ, իրականություն են դառնում: էդմոն Մարուքյանը շեշտեց, որ շարունակում է հավատարիմ մնալ իր սկզբունքներին, որոնց մասին հայտարարել է. դրանք չեն փոխվել: Քաղաքացիների մասնակցությունը ցույցերին իրենց չի մղի մասնակցելու Նիկոլ Փաշինյանի ձեռնարկած գործողություններին: «Մեր որոշումները կապ չունեն քաղաքացիների մասնակցության հետ, ինչպես ասել ենք, եթե բռնություն լինի, կգանք կմիջամտենք, այդ որոշումը ուժի մեջ է»,-նշեց «Ելք»-ի պատգամավորը: Նրա խոսքով` ոստիկանության կողմից քաղաքացիներին բերման ենթարկելու դեպքում էլ կգնան բաժիններ, ըստ նրա` դա է այն քայլը, որ իրենք որպես պատգամավորներ, պետք է անեն:

ՀՀ Ազգային ժողովի «Հայաստանի Հանրապետական կուսակցություն» և «Հայ Յեղափոխական Դաշնակցություն» խմբակցություններն ապրիլի 16-ի համատեղ նիստում միաձայն որոշել են ՀՀ վարչապետի պաշտոնում առաջադրել ՀՀԿ նախագահ, ՀՀ երրորդ նախագահ Սերժ Սարգսյանի թեկնածությունը: Ապրիլի 14-ին ՀՀԿ խորհուրդը ևս միաձայն հավանություն էր տվել կուսակցության գործադիր մարմնի առաջարկին՝ վարչապետի պաշտոնում առաջադրել Սերժ Սարգսյանի թեկնածությունը:

Ապրիլի 9-ից Հայաստանն անցել է կառավարման խորհրդարանական համակարգին: Նույն օրը երդվել ու պաշտոնը ստանձնել է ՀՀ Նախագահ Արմեն Սարգսյանը: Հայաստանը նոր կառավարման համակարգում վարչապետի՝ ԱԺ նիստում՝ բաց քվեարկությամբ ընտրելուց հետո նոր կառավարություն կունենա 20-օրյա ժամկետում. հնգօրյա ժամկետում հանրապետության նախագահին են ներկայացվելու կառավարության անդամների թեկնածուները: Դրանից հետո 15-օրյա ժամկետում պետք է կառավարության 2/3-ը նշանակված լինի: Երբ նախագահի կողմից կառավարության 2/3-ը նշանակված լինի, կազդարարվի նոր կառավարության ձևավորումը:
