Ռադիոմոնիթորինգի համակարգի ներդնում ՀՀ տարածքում
SOCIETYՆախատեսվում է Հայաստանի ողջ տարածքում իրականացնել շուրջօրյա ռադիոհսկում, որի արդյունքում կհայտնաբերվեն և օրենսդրությամբ սահմանված կարգով կբացառվեն չթույլատրված հեռարձակումները` զերծ պահելով եթերը վնասակար խանգարումներից:
Կառավարությունը որոշել է հավանություն տալ Հայաստանի Հանրապետության տարածքում բազային և շարժական ռադիոմոնիթորինգի համակարգի ներդրման ծրագրին: Այս որոշումն ուժի մեջ կմտնի պաշտոնական հրապարակման օրվանը հաջորդող օրը: Նախագիծը շրջանառության է դրվել կառավարության՝ իրավական ակտերի նախագծերի հրապարակման միասնական կայքում ընդամենը երեկ, և շրջանառության մեջ կմնա մինչև մայիսի 12-ը:
«ՀՀ տարածքում բազային և շարժական ռադիոմոնիթորինգի համակարգի ներդրման ծրագիրը հավանություն տալու մասին» որոշման նախագծի մշակման նպատակն է ապահովել «Էլեկտրոնային հաղորդակցության մասին» Հայաստանի Հանրապետության օրենքի 4-րդ հոդվածի պահանջները:
Հայաստանի տարածքում ներկայումս շուրջօրյա ռադիոմոնիթորինգ իրականացվում է միայն Երևան քաղաքում, որի համար տեխնիկական բազա է հանդիսանում 2002 թ. կանադական «Aerosystems International» ֆիրմայի կողմից տեղակայված ռադիոմոնիթորինգի համակարգը` իր ծրագրային ապահովմամբ, որը կազմված է 3 բազային և 1 շարժական կայաններից, ինչպես նաև Գյումրի և Վանաձոր քաղաքներում 8-ժամյա աշխատանքային ռեժիմով մինիմալ տեխնիկական հնարավորություններով:
Ներկա վիճակում առկա սարքավորումներով հնարավոր չէ Հայաստանի ողջ տարածքում իրականացնել շուրջօրյա մշտադիտարկում և օրենսդրությամբ սահմանված կարգով լիարժեք ապահովել և զերծ պահել եթերային հեռուստառադիոծրագրերի հեռարձակման, շարժական բջջային կապի ծառայությունների մատուցման ընթացքում վնասակար և չարտոնված խանգարումներից` չթույլատրված ռադիոհաճախականությունների հեռարձակումներից:
Նախագծով նախատեսվում է նոր տեխնոլոգիաներով և համապատասխան սարքավորումներով վերազինել ռադիոմոնիթորինգի բազային և շարժական կայանների միասնական համակարգը, որը հնարավորություն կընձեռնի Հայաստանի ողջ տարածքով իրականացնել շուրջօրյա մշտադիտարկում և ապահովել ռադիոեթերը վնասակար ռադիոհեռարձակումներց, ինչը կապահովի պետության անվտանգության համակարգերի, տնտեսվարող սուբյեկտների ռադիոէլեկտրոնային միջոցների անխափան աշխատանքը:
