«Նուբարաշեն» քրեակատորաղական հիմնարկում դատապարտյալների նկատմամբ բռնություն չի կիրառվել

«Նուբարաշեն» քրեակատարողական հիմնարկում ավարտված ծառայողական քննության արդյունքում պարզվել է, որ քրեակատարողական հիմնարկում  հոկտեմբերի 23-ին դատապարտյալների նկատմամբ բռնության որևէ դեպք չի գրանցվել:

Այս մասին Ազգային ժողովում լրագրողների հետ զրույցում հայտնեց ՀՀարդարադատության նախարար Արփինե Հովհաննիսյանը: «Ծառայողական քննությունն ավարտվել է, և պիտի նշեմ, որ շատ մանրամասն ուսումնասիրվել են դատապարտյալների և՛ գրավոր, և՛ բանավոր հավաստիացումները, հերքումները, նրանց տված տեղեկությունները, և ես կարող եմ ամենայն պատասխանատվությամբ հայտարարել, որ ծառայողական քննության արդյունքում պարզել ենք, որ որևէ դատապարտյալի նկատմամբ, ես սա ասում եմ ամենայն պատասխանատվությամբ, որևէ դատապարտյակի նկատմամբ որևէ բռնության դեպք, նրանց մարմնի վրա ևս որևէ բռնության հետք չի եղել»,- ասաց նա:

Նախարարը հավելեց, որ այն բոլոր տեղեկությունները, որոնք իր ձեռքի տակ եղել են, և որոնք իրենք ուսումնասիրել են, իրեն թույլ են տալիս նման հայտարարություն անել։ Իսկ թե ինչ է տեղի ունեցել իրականում, նախարարն ասաց․ «Ծառայողական քննության արդյունքում, իրականում, պարզվել է, որ երբ այնտեղ համապատասխան ստուգայց է կատարվել, ստուգայցի շրջանակում դատապարտյալների մոտ հայտնաբերվել են մի շարք արգելված առարկաներ։ Այն ժամանակ, երբ խցերից մեկում արգելված առարկաների առգրավման գործողություն է կատարվել, բնականաբար դա առաջ է բերել որոշ  դատապարտյալների դժգոհություն, և այդ դժգոհությունն արտահայտվել է նաև կողքի խցերում, դրա համար էլ աղմուկ է եղել, որն այնուհետև շատ արագ դադարել է»։

Հարցին, թե այդ դեպքում մամուլում, հասարակության մեջ և իրավապաշտպանների կողմից բարձրացված աղմուկն ինչո՞վ էր պայմանավորված, Արփինե Հովհաննիսյանն ասաց․ «Գիտե՞ք, քաղաքացիական հասարակությունը, մամուլը շատ զգայուն են այսպիսի հարցերի նկատմամբ, և ես կարծում եմ, որ երբ որևէ իրավիճակ է լինում, բնականաբար, յուրաքանչյուր լրատվամիջոց համապատասխան ձևով դրան արձագանքում է՝ իր ունեցած տեղեկություններով, իր ունեցած վերաբերմունքով։ Դրանով էլ պայմանավորում եմ այդ խնդիրը։ Ընդհանրապես, շատ լավ է, որ իրավապաշտպանները կամ ԶԼՄ-ները բարձրաձայնում են այս կամ այն խնդրի մասին, որովհետև դա մեզ հնարավորություն է տալիս օբյեկտիվորեն նաև այդ տեղեկությունները քննարկել, նաև ձեր կողմից լուսաբանման առարկա դարձնել դրանք և այդ քննարկումների արդյունքում որոշակի գործողություններ կատարել»։

Ըստ նախարարի՝ ծառայողական քննության արդյունքում ուսումնասիրվել են ոչ միայն իրենց ձեռքի տակ եղած տեղեկությունները կամ իրավապաշտպանների, այլ մամուլով հրապարակված տեղեկությունները ևս։

Լրագրողներից մեկի դիտարկմանն էլ, թե տեղեկություններ տարածվեցին նաև, որ այս ամենն իր դեմ էր կազմակերպված, նախարարը պատսխանեց․ «Ես արդեն մեկնաբանել եմ և  այդպիսի խոսակցությունները որակել եմ որպես անհեթեթություն, և մեկ անգամ ևս հաստատում եմ իմ դիրքորոշումը»:
