Նիկոլ Փաշինյանն ընտրվեց ՀՀ վարչապետ

Հայաստանի Հանրապետության Ազգային ժողովի մայիսի 8-ի հատուկ նիստում կայացած անվանական, բաց քվեարկությամբ «Ելք» խմբակցության ղեկավար Նիկոլ Փաշինյանն ընտրվեց ՀՀ վարչապետ: Փաշինյանի օգտին կողմ քվեարկեց 58, դեմ՝ 42 պատգամավոր:

Փաշինյանն առաջադրվել էր պատգամավորների թվի ավելի քան 1/3-ի՝ 41 պատգամավորի ստորագրությամբ: Նրա առաջադրմանն ու թեկնածությունը սատարելու մասին հայտարարել էին «Ելք» խմբակցությունը՝ 9 պատգամավոր, «Ծառուկյան» խմբակցությունը՝ 31 պատգամավոր և ՀՅԴ-ն՝ 6 պատգամավոր (խմբակցության 7 պատգամավորներից մեկը՝ Աղվան Վարդանյանը վարչապետի ընտրության առաջին փուլում, դեմ գնալով խմբակցության՝ կողմ քվեարկելու որոշմանը, հայտարարեց չքվեարկելու մասին, նա մանդատը վայր է դրել կուսակցության պահանջով):
Խորհրդարանական մեծամասնություն (58 պատգամավոր) ունեցող Հայաստանի Հանրապետական կուսակցությունը վարչապետի ընտրության առաջին փուլից հետո հայտարարել էր, որ վարչապետի ընտրության երկրորդ փուլում կպաշտպանի պատգամավորների մեկ երրորդի (35 պատգամավոր) կողմից առաջադրված թեկնածուին, և այդ օրը Հայաստանը կունենա վարչապետ:

Համաձայն ՀՀ Սահմանադրության՝ Կառավարությունը կազմավորվում է վարչապետ նշանակվելուց հետո՝ տասնհինգօրյա ժամկետում: Իր նշանակումից հետո վարչապետը հնգօրյա ժամկետում Հանրապետության նախագահին առաջարկում է փոխվարչապետների եւ նախարարների թեկնածուներին: Կառավարության կազմավորումից հետո՝ քսանօրյա ժամկետում, վարչապետն Ազգային ժողով է ներկայացնում Կառավարության ծրագիրը:

ԱԺ-ն Կառավարության ծրագրին հավանություն է տալիս յոթնօրյա ժամկետում` պատգամավորների ընդհանուր թվի ձայների մեծամասնությամբ: Եթե ԱԺ-ն հավանություն չի տալիս Կառավարության ծրագրին և չի ընտրում նոր վարչապետ, ապա ԱԺ-ն արձակվում է իրավունքի ուժով: Եթե Ազգային ժողովն ընտրում է վարչապետին, սակայն կրկին հավանություն չի տալիս Կառավարության ծրագրին, ապա Ազգային ժողովն արձակվում է իրավունքի ուժով:
