Լիցքավորումներն առանց միջնորդավճարի են, բայց քաղաքացիներին «կողոպտելու» ավանդույթը շարունակվում է
SOCIETY«Բոլոր լիցքավորումներն առանց միջնորդավճարի»: Արտահայտությունը դեղին թղթի վրա է գրված՝ մեծ ու սև տառերով: Այն փակցված է որոշ վաճառակետերի տեսանելի հատվածում: Իսկ որտեղ բացակայում է իրազեկումը (ի դեպ, այդպիսիք էլ կան), վաճառողները զգուշացնում են, որ դեռ այս տարվա փետրվար ամսից միջնորդավճար այլևս չի գանձվում: Նշենք, որ վերջին շրջանում բջջային հեռախոսահամարը լիցքավորելու դեպքում միջնորդավճար չի գանձվում նաև վճարային տերմինալներից:
Նկատենք, սակայն, որ Երևանում գործող ոչ բոլոր վաճառակետերն են հետևում վերոնշյալ իրազեկման քաղաքականությանը: Կարելի է ասել՝ մնացածի դեպքում հույսը վաճառողի խիղճն է: Այս ժամանակահատվածում տարբեր կրպակներում և խանութներում շարունակում են լիցքավորելու համար միջնորդավճար գանձել: Նշենք նաև, որ միջնորդավճարը ևս ֆիքսված չէ: Կան խանութներ, որտեղ գանձում են 20 դրամ: Կան խանութներ ու կրպակներ, որտեղ գանձում են անգամ 30 դրամ: Ճիշտ է, վճարային տերմինալներից այլևս գումար չի գանձվում, բայց դրանց պարագայում գանձվող գումարը ևս «նշանակալի էր»: Օրինակ՝ 200 դրամ լիցքավորելու դեպքում բաժանորդից 35 դրամ էր գանձվում:
Հիշենք՝ միջնորդավճարներ գանձելու «ավանդույթն» ի հայտ եկավ մոտ 2016 թվականի վերջերից: Ոչ միայն Երևանի, այլև Հայաստանի մարզերի շատ բնակավայրերում անգամ լիցքավորման քարտեր գնելիս էին միջնորդավճար վերցնում: Չի բացառվում, որ անկախ ամեն ինչից, մարզերում ևս շարունակում են քաղաքացիներից միջնորդավճարներ վերցնել: Իրազեկման առումով այստեղ խնդիր կա. ոչ բոլոր տնտեսվարողներն են շահագրգռված քաղաքացիներին իրազեկելու պատրաստակամությամբ: Եվ քանի որ ոչ բոլորն են խղճի թելադրանքով առաջնորդվում, մեր քաղաքացիներին հորդորում ենք չվճարել միջնորդավճարները: Շատերը կարող են մտածել, թե խոսքը չնչին գումարի մասին է և ուղղակի «ցույց տան», որ իրազեկված չեն: Սակայն մեր քաղաքացիների այս սովորությունը վերջին իրադարձություններից հետո ևս պետք է որ փոփոխված լինի: Իրականում դժվար չէ պատկերացնել, թե յուրաքանչյուրից գանձված անգամ 20, 30, 35 դրամներն ինչ կլորիկ գումարների կարող են վերածվել: Ի դեպ, հարց է նաև, թե մինչ օրս գանձված գումարներն ի՞նչ նպատակներով են ծախսվել: Եթե հնարավոր էր առանց այդ միջնորդավճարի լիցքավորում կատարել, ինչո՞ւ միայն մոտ երկու տարի հետո որոշվեց այլևս չվերցնել այդ հավելավճարները:
