«Փաստ» օրաթերթը գրում է.

Նախագահ Արմեն Սարգսյանի նստավարում տեղի ունեցավ նոր կառավարության երդմնակալության արարողությունը: Երդմնակալությամբ թևակոխեցինք նոր փուլ: Նոր կառավարությունն այլևս պետք է լծվի կառավարության ծրագրի մշակման աշխատանքներին: Հատկանշական է` չնայած այն հանգամանքին, որ նոր կառավարությունը ձևավորվեց անգամ նախատեսվածից կարճ ժամանակահատվածում (5 օր փոխվարչապե­տերի համար, 10 օր` մնացած անդամների), և այս կազմն իրապես բավարար է համապատասխան ծրագիր մշակելու համար, այդուհանդերձ կառավարության կազմում դեռևս կան հաստիքներ, որոնց մասնակցությունը ծրագրի մշակման աշխատանքներում մի կողմից խիստ անհրաժեշտություն է, մյուս կողմից՝ այդ պաշտոններում դեռևս շարունակում են կառավարել «հները»: Վարչապետն արդեն իսկ հասցրել է հասարակությանը ներկայացնել ծրագրի հիմնական դրույթը` հավասար մրցակցային պայմաններ բոլորի համար. այս ֆոնի վրա տարօրինակ է Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի նախագահ Արտակ Շաբոյանի պաշտոնավարման և ծրագրի մշակման գործընթացում ներգրավվածության հարցը: Նման պատկեր է նաև գյուղոլորտում. այստեղ առանցքային պաշտոններում շարունակում են պաշտոնավարել Կարեն Կարապետյանի մտերիմները՝ գյուղատնտեսության զարգացման հիմնադրամի գործադիր տնօրեն Գեղամ Գևորգյանն ու սննդամթերքի անվտանգության պետական ծառայության պետ Իշխան Կարապետյանը: Հատկանշական է, որ այս պաշտոնյաները ոչ միայն ներգրավված էին մի շարք աղմկահարույց կոռուպցիոն միջադեպերում, այլ նաև այս տարիների ընթացքում ենթակառուցվածքները զարգացվել էին այնպես, որ այս երկու կառույցները գյուղոլորտում ունեն «գերիշխող դիրք»` շատ ավելի լայն լիազորություններ ու գործառույթներ, քան ունի հենց ինքը` գյուղնախարարությունը: Հարց է առաջանում` նրա՞նք են մշակելու գյուղոլորտի ծրագիրը: Նախկին վարչապետ Կարեն Կարապետյանի թիմի հերթական անդամ է վերջինիս սանիկ` Ջրային տնտեսության պետական կոմիտեի ղեկավար Արսեն Հարությունյանը: Վերջինս ևս շարունակում է պաշտոնավարել, և առնվազն հարց է առաջանում` որքանո՞վ է ներգրավվելու ծրագրի մշակման աշխատանքներում և գործելու է ի նպա՞ստ, թե՞ ի վնաս: Թվարկված պաշտոններն առաջին հայաց­քից կարող են թվալ ոչ առաջնային, սակայն անմիջական գործառույթների բնույթն այնպիսին է, որ կառավարության ծրագրի մշակման աշխատանքներում նրանց երկրորդումը կարող է ունենալ ծանր հետևանքներ:
