Մանե Թանդիլյանը կառավարությանն առաջարկել է կուտակային համակարգի պարտադիր նորմը հետաձգել մեկ տարով

Կուտակային կենսաթոշակային համակարգում առկա խնդիրների վերաբերյալ քննարկումը օրենսդրական դաշտ տեղափոխելու նպատակով՝ ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Մանե Թանդիլյանը կառավարության քննարկմանն է ներկայացրել «Կուտակային կենսաթոշակների մասին» ՀՀ օրենքում փոփոխությունների նախագիծ: Դրանով նախարարն առաջարկել է սոցիալական վճարի պարտադիր նորմը հետաձգել մեկ տարով՝ մինչև 2019թ հուլիսի 1-ը:

 

«Նշված ժամանակը անհրաժեշտ է օրենքը լրամշակելու, համակարգի խնդիրները վեր հանելու և դրանց հիմնավոր, արդյունավետ և երկարաժամկետ լուծումներ տալու համար՝ ներգրավելով հասարակության լայն զանգվածներին, համակարգի շահառուներին՝ հաշվի առնելով նաև նրանց կարծիքը:

 

Ընդհանրապես, նոր կառավարությունը զերծ է մնալու նախորդ կառավարությունների արատավոր աշխատաոճից, երբ օրենքներում պարբերաբար կատարվում են փոփոխություններ և լրացումներ, որոնց մի մասը բավականին մեծ արագությամբ: Այս ամենը միշտ խորացրել է անվստահության մթնոլորտը, որը առկա է նաև կուտակային կենսաթոշակային համակարգի նկատմամբ: Մի քանի հարյուր հազար քաղաքացիներին վերաբերվող օրենքը պետք է լինի այնպիսին, որ ապահովի երկարաժամկետ վստահությունը: Ոչ միայն սոցիալական վճարի վճարումը, այլ նաև ՀՀ քաղաքացու կողմից վճարվող յուրաքանչյուր դրամի արդյունավետ օգտագործման նկատմամբ վստահությունը պետք է դառնա նոր կառավարության գլխավոր առաքելություններից մեկը:

 

«Կուտակային կենսաթոշակների մասին» ՀՀ օրենքի հետագա փոփոխությունների քննարկումները կլինեն ՀՀ կառավարության և կենտրոնական բանկի ակտիվ մասնակցությամբ և համոզված եմ, որ առաջիկայում կունենանք ամբողջական և արդյունավետ լուծում: Աշխատանքի և սոցիալական հարցերի նախարարությունը իր լիազորությունների շրջանակներում կներկայացնի առաջարկներ ապագա քննարկումների ժամանակ, որի մասին լրացուցիչ կտեղեկացնեմ»,- ֆեյսբուքյան իր էջում նշել է Մանե Թանդիլյանը:
