Առողջապահության նախարարը վստահեցնում է`արգելված վայրերում ծխելու տուգանքի չափը պետք է լինի հանրային կոնսենսուսով

Արգելված վայրերում ծխելու տուգանքների չափերը վերանայվելու են նախքան ԱԺ-ում քննարկվելը: Կառավարության նիստից հետո լրագրողների հետ ճեպազրույցում նախարար Արսեն Թորոսյանը կարծիք հայտնեց` տուգանքների չափերը պետք է լինեն հանրային կոնսենսուսով:

 

«Ծխախոտի դեմ պայքարի ծրագիրը սկսել է իրականացվել 2000-ականների սկզբից, երբ Հայաստանը միացել է «Ծխախոտի դեմ պայքարի շրջանակային կոնվենցիա»-ին` ունենալով լավ օրենսդրություն և հասարակական կարծիքի վրա ազդեցության լավ լծակներ: Պարզապես 5-6 տարի մոռացության էր մատնվել դա, և նախկին նախարար Ալթունյանի պաշտոնավարման շրջանը համընկավ մեր այդ պարտավորությունների և ցանկությունների վերադարձման հետ: Համարում եմ, որ հակածխախոտային քաղաքականությունը երկրի առողջապահության քաղաքականության կարևորագույն կանխարգելիչ ուղղություններից մեկն է: Կանխարգելելը միշտ ավելի հեշտ է, քան հիվանդության բուժումը: Այստեղ ես այլընտրանք չեմ տեսնում»,-ասաց նախարարը:

 

Անդրադառնալով տուգանքների չափերին` Թորոսյանը նշեց` տուգանքները պետք է լինեն կանխարգելիչ: «Չափերը հաստատող օրենքը դեռ ԱԺ չի մտել, քննարկումների փուլում է, ես դեռ չգիտեմ երբ կմտնի: Սակայն, երբ մտնի, տուգանքներից մինչ սահմանափակումների վայրերը`այն ամենը, ինչ ուզում է հասարակությունը, պատգամավորները, մասնագիտական շրջանակը, կներկայացվի: Կարծում եմ` չափը պետք է լինի հանրային կոնսենսուսով: Եթե կարծում ենք, որ օրինակ` 10 000 դրամն էլ է բավարար, որ չծխեն, ապա դա կլինի»,-ասաց նախարարը:

 

Թորոսյանը նկատեց նաև` տուգանքները այնքան ցածր էլ չպետք է լինեն, որ ով ցանկանա խախտի օրենքը և մուծի տուգանքը:
