Ուժեղացվում են վերլուծական կարողությունները․ ՎՊ նախագահը մասնակցել է Սանկտ Պետերբուրգի միջազգային տնտեսական ֆորումին

Վերահսկիչ պալատի գործունեության համար միայն խախտումներ արձանագրելը բավարար չէ, պետք է պարզել պետական ծրագրերի իրականացման ընթացքում ի հայտ եկած ձախողումների պատճառներն ու դրանց հետևանքները` հետագայում դրանք կանխելու և բացառելու նպատակով։ Սանկտ Պետերբուրգում «Արմենպրես»-ի թղթակցի հետ զրույցում նման համոզմունք հայտնեց Հայաստանի Վերահսկիչ պալատի նախագահ Լևոն Յոլյանն, ով մայիսի 23-25-ը մասնակցում էր ՌԴ նախագահի հովանու ներքո անցկացվող միջազգային տնտեսական ֆորումին։ Ֆորումի շրջանակներում ՌԴ հաշվիչ պալատի նախաձեռնությամբ տեղի ունեցավ կլոր սեղան-քննարկում, որին մասնակցում էր 19 պետությունների բարձրագույն աուդիտի հաստատությունների ղեկավարներ եւ ներկայացուցիչներ:
«Վերահսկիչ պալատի համար կարևոր չէ միայն այն, թե ինչ ծրագիր է Կառավարությունն իրականացնում, կարևոր է նաև, թե ինչպես է այն իրականացվում և ինչ վերջնական արդյունք է ստացվում, արդյո՞ք բարենպաստ պայմաններ են ստեղծում հասարակության և բնակչության համար։ Պալատն, առաջին հերթին, ամեն ինչ անում է, որպեսզի վերահսկողութան արդյունքները ներկայացվեն անաչառ և օբյեկտիվ, պարզ եւ հասկանալի լեզվով»,- ասաց Լևոն Յոլյանը:
Նա հայտնեց նաև, որ հստակ քայլեր են ձեռնարկվում ուժեղացնելու ՎՊ վերլուծական կարողությունները` օգտագործելով տեղեկատվական տեխնոլոգիաները:
«Մենք ջանում ենք ամրապնդել նաև կապը փորձագիտական հանրության հետ, որը փորձագիտական տեղեկատվության եւ փորձագիտական կարծիքների արժեքավոր աղբյուր է: Մեր դռները բաց են այն մարդկանց համար, որոնք պատրաստ են հանրօգուտ աշխատանք կատարել մեզ հետ միասին», - շեշտեց ՎՊ նախագահը:
Ֆորումի ընթացքում Հայաստանի ՎՊ նախագահն առանձնազրույց ունեցավ ՌԴ հաշվիչ պալատի նորընտիր նախագահ Ալեկսեյ Կուդրինի հետ: Հայ և ռուս գործընկերները վերահաստատեցին նախկին արդեն մեկնարկած ծրագրերն ու ձեռք բերված պայմանավորվածությունները կյանքի կոչելու իրենց պատրաստակամությունը:
Կլոր սեղան-քննարկման ընթացքում աուդիտի բարձրագույն մարմինները քննարկեցին առանցքային մի շարք հարցեր և գաղափարներ, որոնք կկանխորոշեն աուդիտի մտքի զարգացման հիմնական ուղղությունները առաջիկա տարիների համար՝ փոփոխվող աշխարհին համընթաց և նոր մարտահրավերների պայմաններում։
Հանդիպման արդյունքում մասնակիցները հաստատեցին մի շարք փաստաթղթերի նախագծեր, որոնք առաջիկայում պետք է լայն քննարկման առարկա դառնան աշխարհի բոլոր աուդիտի բարձրագույն մարմինների համար և արդեն հաջորդ տարի INTOSAI 14 համագումարում քաղաք Մոսկվայում դրանք կհաստատվեն որպես աուդիտի ստանդարտներ:
Ռուսաստանի նախագահի հովանու ներքո անցկացվող Ֆորումին մասնակցում էր ավելի քան 140 երկրի շուրջ 15 հազար ներկայացուցիչ:
