«Փաստ» օրաթերթը գրում է.

Արմեն Աշոտյանն ասում է, որ «ՀՀԿ-ի խնդիրները սկսվեցին այն պահից, երբ մենք հաճախ սկսեցինք ապավինել «Լավ ենք արել, այդպես ենք արել» սկզբունքին»։ Ճիշտ է ասում, կարելի է միայն ավելացնել՝ ոչ միայն... Բայց այս գնահատականը ոչ միայն սեփական սխալների գիտակցման արդյունք է, այլ հստակ մեսիջ՝ ուղղված գործող իշխանությանը՝ ակնարկով, որ այսքան կարճ ժամանակ անց նրանք ևս սկսել են նույն սխալն անել: Առավել ևս, երբ խոսվում է մանրախնդրության և մեծամտության մասին: Սրանք, անշուշտ, շատ վտանգավոր հատկություններ են բոլոր տեսակի հարաբերություններում: Իսկ հատկապես պետական կառավարումը, իշխանության թևերի միջև հարաբերությունները չի կարելի կառուցել դրանց վրա: Ինստիտուտների ու անձերի նույնականացումը նախորդ իշխանությունների գլխավոր ձախողումներից էին, իսկ այսօր անհանգստացնում է այն հանգամանքը, որ նույնկերպ սկսել է վարվել գործող իշխանությունը: Անսխալականության սինդրոմը գրեթե միշտ հանգեցրել է լրջագույն խնդիրների: Անշուշտ, ի տարբերություն նախորդների, ներկա իշխանությունները կարող են միշտ հղում կատարել ժողովրդին: Սակայն անընդհատ ժողովրդի անվան տակ իրականացվող քայլերն ի վերջո կարող են հանգեցնել պատասխանատվության նվազման, ինչը շատ շուտ կարող է զգալ նույն այդ ժողովուրդը, երբ գիտակցի, որ անսխալականության սինդրոմի զարգացմանը զուգահեռ թերացումների ողջ պատասխանատվությունն ընկնում է իր վրա: Եվ վերջապես, հարաբերությունների այն մակարդակը, երբ հիմքում առավելապես մանկական խռովկանությունն է (սա վերաբերում է բացառապես բոլոր կողմերին) կամ հարցերին մոտեցումները «բա դու էլ էսպես արեցիր» ոճով, բնորոշ է ոչ թե քաղաքականությանն ու պետական կառավարմանը, այլ մանկապարտեզին: Իրականում, եթե մենք չենք սխալվում, սա մանկապարտեզ չէ, ուստի թե փոքրամասնություն կազմող իշխանություններին, թե մեծամասնություն կազմող ընդդիմությա- նը չէր խանգարի լրջանալն ու իրողություններին առավել ռեալ նայելը, ո՛չ սև, ո՛չ վարդագույն ակնոցներով: Ուղղակի հաշվի առնել բոլոր իրողություններն ու դրանք սթափ գնահատել: Խոսքը վերաբերում է թե՛ արտահերթ ընտրություններին, թե՛ իշխանության տարբեր թևերի (այդ թվում՝ ընտրովի մարմինների) փոխհարաբերություններին:
