«Փաստ» օրաթերթը գրում է.

Գյուղատնտեսական վարկերի տույժ-տուգանքների համաներումը լինելու է մեկանգամյա գործողություն, զիջվելու են մինչև որոշակի օրը կուտակված տույժերը: Այս մասին Ազգային ժողովում լրագրողների հետ ճեպազրույցում հայտարարեց գյուղատնտեսության նախարար Արթուր Խաչատրյանը: Նա տեղեկացրեց, որ փոխվարչապետ Մհեր Գրիգորյանի ղեկավարությամբ, Կենտրոնական բանկի, Գյուղատնտեսության, Ֆինանսների նախարարությունների ներկայացուցիչների մասնակցությամբ հանդիպում է կայացել, քննարկել են տույժ-տուգանքների համաներման մեխանիզմները: «Դիտարկում ենք մի քանի հնարավորություններ, որով կարելի կլինի իրականացնել գյուղատնտեսական վարկերի տույժ-տուգանքների համաներում, ավելին՝ վարկային ռեգիստրում ու «Արքա» համակարգում վարկային պատմությունը կարողանանք սրբագրել, որպեսզի մարդկանց հետագա վարկառության վրա ազդեցություն չունենա»,-ասաց նախարարը: Նախարարը դժվարացավ նշել, թե որքան կկազմի համաներման ենթակա տույժ-տուգանքների չափը, միայն ասաց, որ գյուղատնտեսական ոլորտում վարկային պարտավորությունները 190 միլիարդ դրամի կարգի են: Ինչ վերաբերում է հարցին, թե երբ կիրականացվի համաներման գործընթացը, ապա Արթուր Խաչատրյանը նկատեց, որ դա կախված է Հարկային օրենսգրքում սպասվելիք փոփոխություններից, ինչն, ըստ նրա, բանկերին ևս կշահագրգռի:
