Մուկուչյանը ձեռնպահ է մնում արտահերթ ընտրությունների ժամկետների վերաբերյալ տեսակետ հայտնելուց

Արտահերթ խորհրդարանական ընտրությունների անցկացման ժամկետները կախված կլինեն «Ընտրական օրենսգրքում» իրականացվելիք փոփոխությունների ծավալից: Ազգային ժողովում լրագրողների հետ ճեպազրույցում նման տեսակետ արտահայտեց Կենտրոնական ընտրական հանձնաժողովի նախագահ Տիգրան Մուկուչյանը: Նա նշեց, որ ձեռնպահ կմնա ընտրությունների անցկացման վերաբերյալ ժամկետներ նշելուց, քանի որ դա քաղաքական ուժերի իրավասության հարց է: «Ընտրության նշանակումից 30-45 օրվա ընթացքում պետք է տեղի ունենան արտահերթ ընտրությունները: Երբ կնշանակվի, դա բացառապես քաղաքական ուժերի որոշելիք խնդիրն է, կսկսվեն հանձնաժողովի գործառույթները»,-ասաց Տիգրան Մուկուչյանը:
«Ինչպես եք կարծում, այս տարի կհասցնեն, թե ոչ» հարցին ի պատասխան՝ պաշտոնյան դժվարացավ տեսակետ արտահայտել: «Մենք նաև տեղեկացված ենք, որ ակտիվ աշխատանքներ են տարվում «Ընտրական օրենսգրքում» բարեփոխումների հետ կապված, այստեղ խնդիրն այն է, թե դրանք ինչ ծավալով կլինեն»,-նշեց Մուկուչյանը: Նրա խոսքով՝ ինչպես նախկինում, այնպես էլ այժմ հանձնաժողովը ներգրավված չի լինի այդ աշխատանքներում, քանի որ օրենսդրության մեջ ամրագրվող շատ սկզբունքներ ենթադրելու են քաղաքական մոտեցումներ ու լուծումներ:
ԿԸՀ նախագահը կարևորեց փաստը, որ ընտրական գործընթացներին վերաբերող ցանկացած լուծում, այդ թվում՝ տեխնիկական, պետք է լավ մշակված լինի, որպեսզի հնարավորինս բացառի կիրառման ընթացքում ի հայտ եկող թերությունները: Այլապես, անգամ ամենալավ միջոցը, որը կոչված է հանրային վստահության բարձրացմանը, կարող է հակառակ ազդեցությունն ունենալ:
Տիգրան Մուկուչյանը չցանկացավ գնահատական տալ ռեյտինգային ընտրակարգին՝ նշելով, որ իրենց գործառույթը ցանկացած ընտրակարգի կյանքի կոչումն է, որն ամրագրված է օրենսդրության մեջ: «Ռեյտինգային կոչված կամ տարածքային ցուցակային ընտրության կարգեր կան տարբեր երկրներում, նորույթ չեն, իսկ դրա վերաբերյալ գնահատական ներկայացնելը բացառապես քաղաքական մոտեցման խնդիր է»,-հավելեց պաշտոնյան:
