ԱԻՆ–ը հրդեհային անվտանգության շուրջ 406 ստուգում և հետազոտություն է անցկացրել

ՀՀ արտակարգ իրավիճակների նախարարության պետական հրդեհային և տեխնիկական անվտանգության տեսչությունը 2018 թ.-ի ընթացքում ռիսկի վրա հիմնված ստուգումներ և հրդեհատեխնիկական հետազոտություններ է իրականացրել հանրային սննդի, առևտրի օբյեկտների, սպասարկման և ծառայությունների մատուցման ոլորտում գործող այլ կազմակերպությունների կողմից հրդեհային և տեխնիկական անվտանգության նորմատիվ պահանջների պահպանման ուղղությամբ: Դրանց արդյունքներով օբյեկտների ղեկավարներին հանձնվել են կարգադրագրեր՝ արձանագրված թերությունները սահմանված ժամկետներում վերացնելու համար:

Իրականացվել է 70 ստուգում և 336 հրդեհատեխնիկական հետազոտություն (այդ թվում՝ Ֆրանկոֆոն պետությունների և կառավարությունների ղեկավարների 17-րդ գագաթաժողովի նախապատրաստման շրջանակներում՝ 11 ստուգում և 38 հրդեհատեխնիկական հետազոտություն):

Ստուգումների և հետազոտությունների ընթացքում ի հայտ են բերվել հրդեհային և տեխնիկական անվտանգության նորմատիվ փաստաթղթերի պահանջների մի շարք խախտումներ, որոնցից ամենատարածվածն են.

- հակահրդեհային պաշտպանության հիմնական ինքնաշխատ համակարգերի (հրդեհաշիջման, հրդեհի ազդանշանման, հակածխային պաշտպանության) բացակայությունը.
- բացակայում է ներքին հակահրդեհային ջրացանցը, իսկ եղածները կահավորված չեն համապատասխան հրշեջ գույքով՝ փողրակներով ու փողակներով.
- առկա են խնդիրներ՝ կապված տարհանման ելքերի հետ (հատկապես՝ նկուղային ու վերին հարկերից).
- արտադրական վտանգավոր օբյեկտները, «Տեխնիկական անվտանգության ապահովման պետական կարգավորման մասին» ՀՀ օրենքի համաձայն, չեն գրանցվել պետական ռեեստրում և չեն անցել ամենամյա տեխնիկական անվտանգության փորձաքննություն.
- էլեկտրական համակարգում առկա են էլեկտրական սարքավորումների տեղակայման կանոնների խախտումներ.
- օբյեկտներն ապահովված չեն բավարար քանակության կրակմարիչներով.
- հիմնականում բացակայում են վթարային լուսավորությունը, տարհանման պլան-սխեմաները, ելքերի ցուցիչները.
- անձնակազմը բավարար չափով չի տիրապետում հրդեհի դեպքում գործելակարգին, և այլն:

Հրդեհների և տեխնածին վթարների կանխարգելման, հետևանքների վերացման, դրանց հետևանքով հասարակությանը և տնտեսությանը հասցվող վնասների ռիսկի նվազեցման, ինչպես նաև բնակչության և շրջակա միջավայրի պաշտպանության նպատակով նամակներ են ուղարկվել 300-ից ավելի տնտեսվարող սուբյեկտների` իրազեկելով հրդեհային և տեխնիկական անվտանգության ոլորտի նորմատիվ-իրավական փաստաթղթերի պահանջների, ինչպես նաև՝ դրանց չկատարման դեպքում՝ ՀՀ օրենսդրությամբ նախատեսված պատասխանատվության մասին:

ՀՀ արտակարգ իրավիճակների նախարարությունը ևս մեկ անգամ հիշեցնում և հորդորում է տնտեսվարողներին «Հրդեհային անվտանգության մասին» և «Տեխնիկական անվտանգության ապահովման պետական կարգավորման մասին» ՀՀ օրենքների համաձայն ապահովել հրդեհային և տեխնիկական անվտանգության պահանջների կատարումը:

Ստորև ներկայացվում է ՀՀ ԱԻՆ պետական հրդեհային և տեխնիկական անվտանգության տեսչության կողմից շուրջ 70 օբյեկտներում իրականացված ռիսկի վրա հիմնված ստուգումների ցանկը:
