Մխիթար Հայրապետյանը Սփյուռքի նախարարությունում դրամական միջոցների անարդյունավետ օգտագործման դեպք է բացահայտել

ՀՀ սփյուռքի նախարար Մխիթար Հայրապետյանը նախարարության դրամական միջոցների անարդյունավետ օգտագործման դեպք է բացահայտել:
Հայրապետյանը նշել է, որ «Հայաստան-սփյուռք գործակցության թեմայով հեռուստահաղորդումների, հրապարակումների, տեսահոլովակների պատրաստում և հեռարձակում, ձեռքբերում և բազմացում հոդվածի ֆինանսական բացվածք»-ի տվյալներով, այս տարի սփյուռքի նախարարությունը 6 լրատվամիջոցի 40 հոդվածի պատվեր է տվել, ինչի համար վերջիններիս վճարել է 1 մլն 260 հազար ՀՀ դրամ, այն է՝ միջինը 31.500 դրամ մեկ հոդվածի համար: Ընդհանուր առմամբ, այս տարի նախատեսվում էր ծախսել 4 մլն 300 հազար դրամ: «Հատ առ հատ նայելով բոլոր այդ հոդվածները՝ կարող եմ պնդել, որ դրանք կարելի էր տարածել որպես մամուլի հաղորդագրություն, ինչի արդյունքում տեղեկությունն առավել մեծաթիվ լրատվամիջոցներում տեղ կգտներ ու անհամեմատ ավելի մեծ լսարան կապահովեր: Բովանդակության մասով էլ կարելի է միանշանակ ասել՝ այն, ինչ կար հոդվածներում, դուք կարդում եք իմ ֆեյսբուքյան ամենօրյա ամփոփումներում: Որպեսզի ավելի լավ պատկերացնեք, խնդրեմ, կոնկրետ օրինակ. դիցուք, այսօր ընդունել եմ որևէ մի երկրի դեսպանի, և ահա սույն լուրն ընդամենը 2 պարբերությամբ ներկայացվում է հոդվածում, և դրա համար մենք վճարում ենք 31.500 դրամ: Այսպիսով, այն բանի համար, ինչը կարելի էր անել Սփյուռքի նախարարության ռեսուրսներով, առանց հավելյալ մեկ դրամ իսկ ծախսելու, Հայաստանի հարկատուներին արժեցել է 1 մլն դրամից ավելի, այն էլ՝ ընթացիկ տարվա միայն առաջին հինգ ամիսների համար»,-գրել է նա:
Սփյուռքի նախարարը հայտարարել է այդ անընդունելի և ոչ պրոֆեսիոնալ պրակտիկան դադարեցնելու մասին: «Սրա արդյունքում միայն 2018 թվականի համար մենք պետական բյուջե ենք վերադարձնում 3 մլն 40 հազար ՀՀ դրամ: Ցանկանում եմ հատուկ շեշտել, որ այս հարցում մեր խնդիրը լրատվամիջոցների հետ չէ, այլ խնդիրը պետական բյուջեի մսխումն է ու դրամական միջոցների անարդյունավետ օգտագործումը, ինչը դեմ է մեր աշխատանքի փիլիսոփայությանն ու սկզբունքներին»,-նշել է Մխիթար Հայրապետյանը:
