կուսակցությունը և ձեր կառավարությունը թվերի տակ տրորում էր մարդկանց երազանքը: Սա երազանքների ծրագիր է, սա երազանքների երկիր ունենալու ծրագիր է և մենք այս ծրագրով ասում ենք, որ Հայաստանի Հանրապետության քաղաքացիներին վերադարձրել ենք երազելու իրավունքը և երազանքներն իրագործելու իրավունքը»,- «Արմենպրես»-ի փոխանցմամբ, ասաց Նիկոլ Փաշինյանը՝ Ազգային ժողովում կառավարության ծրագրի քննարկման ամփոփիչ ելույթում:

ՀՀ վարչապետի խոսքով՝ սա իր գլխավորած կառավարության գործունեության ամենակարևոր կողմը և ամենակարևոր երեսն է: «Երջանկության մասին, պետության ֆունկցիայի մասին են խոսում: Ցույց տվեք, թե վերջին անգամ երբ է այս ամբիոնում և ընդհանրապես ՀՀ Ազգային ժողովում հնչել, թե ի վերջո Հայաստանի Հանրապետության գոյության իմաստը որն է: Ես չեմ հասկանում, մեր պետության գոյությունն ինքնանպատա՞կ է: Մեր նորանկախ պետության գոյության ողջ ընթացքում չի եղել խոսակցություն, որ այս պետությունը մենք ստեղծել ենք՝ ի՞նչի համար ենք ստեղծել: Ստեղծել ենք, որ ամեն մեկս մի պաշտոն ո՞ւնենա, ամեն մեկս մի բիզնես ո՞ւնենա, ծառայողական ավտոմեքենա ո՞ւնենա, առանձնատո՞ւն. դա՞  է մեր պետության ստեղծման նպատակը»,- ասաց Փաշինյանը:

Նրա կարծիքով՝ չափազանց կարևոր է հասկանալ, թե որն է Հայաստանի Հանրապետության գոյության գործնական նպատակը և այդ նպատակը պետք է հասկանալի լինի յուրաքանչյուր քաղաքացու: Ըստ նրա, հասկանալի է, թե ինչու է երջանկությունը տարօրինակ բառ թվում, որովհետև այդ մասին խոսվում է մի խորհրդարանում, որտեղ մարդկանց մտքով չի էլ անցել, որ իրենց գործառույթը մարդկանց երջանկությունից չզրկելն է, մարդկանց երջանկության հնարավորություն տալը: «Եվ ես պարզ հարց եմ տալիս, ինչպես կարող է մարդը երջանիկ լինել մի հանրությունում, երբ փողոց դուրս գալիս առաջին բանը, որ տեսնում ենք՝ ուրիշների ագրեսիվ, դժբախտ դեմքերն են: Ի՞նչպես կարող է լինել: Այո, այդ մարդկանց երջանկությունը և հանրության քաղաքակրթության մակարդակը կախված է շատ պարզունակ բաներից: Մեր հեղափոխությունից հետո առաջին արձագանքը հետևյալն էր, որ մարդկանց դեմքին ժպիտ է հայտնվել: Սա ինձ համար ամենակարևոր ցուցանիշն է, որովհետև ոչ Առևտրի համաշխարհային կազմակերպության, ոչ «Դուինգ բիզնես»-ի ցուցանիշներում չկան մարդկանց ժպիտի համաթվեր: Ինձ համար ամենակարևոր արժեքը մարդկանց ժպիտն է, որը տոկոսով չի չափվի, թվով չի չափվի և մեր կառավարության գործունեության ընթացքում մարդիկ այդ ժպիտից չեն զրկվելու: Սա է մեր ամենակարևոր գործառույթը»,- ընդգծեց Փաշինյանը:
