Ոստիկանության Կոտայքի բաժնի պետը խոչընդոտել է լրագրողի մասնագիտական գործունեությանը. քրգործի նախաքննությունն ավարտվել է

ՀՀ հատուկ քննչական ծառայությունում քննված քրեական գործի նախաքննության ընթացքում ձեռք բերված բավարար ապացույցներով հիմնավորվել է, որ ՀՀ ոստիկանության Կոտայքի մարզային վարչության Կոտայքի բաժնի պետ Արսեն Արզումանյանը, օգտագործելով իր պաշտոնեական դիրքը, խոչընդոտել է «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպության ներկայացուցիչ, լրագրող Տիրայր Մուրադյանի մասնագիտական օրինական գործունեությանը: Այս մասին տեղեկացրին ՀՔԾ լրատվական ծառայությունից:
Այսպես, 2018 թվականի ապրիլի 20-ին՝ ժամը 11:00-ի սահմաններում, մի շարք քաղաքացիներ Երևան-Սևան ավտոճանապարհի՝ ՀՀ ոստիկանության «Ճանապարհային ոստիկանություն» ծառայության հենակետի հարակից տարածքում իրականացրել են բողոքի զանգվածային ակցիաներ, որի ընթացքում փակել են նաև հիշյալ ավտոճանապարհի երթևեկելի հատվածը: Հասարակական կարգն ու անվտանգությունն ապահովելու նպատակով նշված վայր են ժամանել ՀՀ ոստիկանության Կոտայքի մարզային վարչության Կոտայքի բաժնի ծառայողները՝ բաժնի պետ, ոստիկանության գնդապետ Արսեն Արզումանյանի գլխավորությամբ:
Լրագրող Տիրայր Մուրադյանը, զանգվածային լրատվության միջոցների մյուս ներկայացուցիչների հետ, լրագրողական վկայականով (որը տեսանելի է եղել), իր բջջային հեռախոսով ուղիղ հեռարձակմամբ լուսաբանել է քաղաքացիների և ոստիկանության ծառայողների գործողությունների ընթացքը:
Այդ ժամանակ Արսեն Արզումանյանը, օգտագործելով իր պաշտոնեական դիրքը, լրագրողի օրինական մասնագիտական գործունեությունը խոչընդոտելու դիտավորությամբ մոտեցել է Տ. Մուրադյանին և փորձել վերցնել վերջինիս բջջային հեռախոսը, այնուհետև իր աշխատակիցներին հրահանգել է Տ. Մուրադյանին հեռացնել նշված հատվածից: Հանդիպելով Տ. Մուրադյանի արդարացի և իրավաչափ ընդվզմանը և անտեսելով լրագրող լինելու մասին վերջինիս հավաստիացումները, ինչպես նաև այն, որ լրագրողն իր մասնագիտական գործունեությունն իրականացնելիս ոստիկանների ծառայությանը խոչընդոտող վարքագիծ չի դրսևորել, այդուհանդերձ, Ա. Արզումանյանը մյուս ծառայողների հետ անհիմն ֆիզիկական ուժ և բռնություն գործադրելով` Տ. Մուրադյանին նստեցրել են «Մերսեդես-Բենց» մակնիշի ավտոմեքենան և ապօրինի հեռացրել մասնագիտական գործունեության իրականացման վայրից:
Ոստիկանության գնդապետ Ա. Արզումանյանը վերը նկարագրված գործողություններով խոչընդոտել է լրագրող Տիրայր Մուրադյանի մասնագիտական օրինական գործունեությանը, որի համար նրան մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 164-րդ հոդվածի 2-րդ մասով:
Ա. Արզումանյանի վերաբերյալ քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու և դատարան ուղարկելու համար:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
