Ոստիկանության Կազմակերպված հանցավորության դեմ պայքարի գլխավոր վարչության կոռուպցիայի և տնտեսական գործունեության դեմ ուղղված հանցագործությունների հակազդման վարչության, Լոռու մարզային վարչության և Սպիտակի բաժնի ծառայողները տեղեկություններ էին ստացվել, որ Լոռու մարզի Ջրաշեն համայնքի ղեկավար Վահան Ուռուսյանը հակառակ ծառայության շահերին օգտագործելով պաշտոնեական դիրքը՝ թույլ է տվել չարաշահումներ։

Ինչպես «Արմենպրես»-ին տեղեկացրին Ոստիկանության լրատվական ծառայությունից, հունիսի 11-ին ձեռնարկված համատեղ օպերատիվ հետախուզական միջոցառումների շնորհիվ ի հայտ են եկել Ուռուսյանի գործունեության հակաօրինական որոշ դրսևորումներ։

Նախնական քննությամբ պարզվել է, որ «1988-ի երկրաշարժի հետևանքով անօթևան մնացած ընտանիքներ համար բնակարանաշինության պետական ծրագրում» Ջրաշեն համայնքի մի ընտանիքի ներգրավելու համար 2011 թվականին Ուռուսյանը պահանջել և ստացել է կաշառք։

Պարզվել է նաև, որ Ջրաշեն համայնքի ավագանու կայացրած որոշումներում, որոնք Ուռուսյանը հաստատել է, կեղծվել է ավագանու բացակա անդամի ստորագրություն։

Ուռուսյանը 2015-2018 թվականներին շուրջ 60,000 դրամ աշխատավարձով համայնքի գերեզմանատան սեզոնային պահակ է նշանակել եղբոր կնոջը, որը փաստացի աշխատանքի չի հաճախել։ Արդյունքում՝ համայնքի բյուջեից վատնվել է մեկ միլիոնից ավելի դրամ։

Վահան Ուռուսյանը 2017թ-ի մարտի 27-ին Դուբայից Հայաստան է ներմուծել 5,000,000 դրամ արժեքով «Լեքսուս GX470» ավտոմեքենա, որը նվիրատվության պայմանագրով անհատույց նվիրել է մի քաղաքացու։ Երկու ամիս անց Ուռուսյանն, օգտագործելով պաշտոնեական դիրքը, համայնքի կարիքների համար օգտագործելու նպատակով գնել է նույն ավտոմեքենան, արդեն՝ 9,350,000 դրամով։ Արդյունքում՝ համայնքի բյուջեից վատնվել է առանձնապես խոշոր չափի՝ 4,350,000 դրամ։
