Զինծառայող Չապլին Մարգարյանի մահվան գործով մեղադրանք է առաջադրվել գումարտակի հրամանատարի տեղակալին

Հակառակորդի կողմից արձակված կրակոցի հետևանքով պարտադիր ժամկետային զինծառայող Չապլին Մարգարյանի մահվան դեպքի առթիվ ՀՀ քննչական կոմիտեի ԶՔԳՎ վեցերորդ կայազորային քննչական բաժնում հարուցված քրեական գործով մեղադրանք է առաջադրվել գումարտակի հրամանատարի թիկունքի գծով տեղակալին: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Ժամկետային զինծառայող Չ.Մարգարյանը մահացու հրազենային վիրավորումն ստացել էր 2017թ. հոկտեմբերի 10-ի առավոտյան՝ ՀՀ ՊՆ N զորամասի մարտական դիրքում ինժեներական աշխատանքներ կատարելու ժամանակ հակառակորդի կողմից արձակված կրակոցի հետևանքով։ Զինծառայողն անմիջապես տեղափոխվել էր զինհոսպիտալ, որտեղ ժամեր անց գրանցվել էր նրա կենսաբանական մահը։

ՀՀ քննչական կոմիտեի ԶՔԳՎ վեցերորդ կայազորային քննչական բաժնում հարուցվել է քրեական գործ, և ձեռնարկվել անհրաժեշտ քննչական գործողություններ՝ դեպքի բոլոր հանգամանքների բազմակողմանի քննությունն ապահովելու ուղղությամբ։ 

Արդյունքում՝ բավարար փաստական տվյալներ են ձեռք բերվել առ այն, որ գումարտակի հրամանատարի թիկունքի գծով տեղակալ, մայոր Տ.Պողոսյանը, հանդիսանալով մարտական դիրքի պատասխանատու, անփույթ վերաբերմունք է դրսևորել ծառայության նկատմամբ և խախտել «ՀՀ զինված ուժերում մարտական հերթապահության կազմակերպման և իրականացման կանոնադրությունը հաստատելու մասին» ՀՀ պաշտպանության նախարարի հրամանի պահանջները։ Այն է՝ լինելով զորամասի ստորաբաժանման հրամանատարի տեղակալ՝ պարտավոր է եղել հակառակորդի կողմից խոցելի հատվածներում ինժեներական աշխատանքներ իրականացնել միայն օրվա վատ տեսանելիության պայմաններում, սակայն չի պահպանել նշված պահանջները, ինչի հետևանքով մարտական դիրքում ինժեներական աշխատանքներ են իրականացվել ժամը 11-ի սահմաններում՝ առաջացնելով ծանր հետևանք։ Հակառակորդի մարտական հենակետից կրակահերթ է արձակվել Չապլին Մարգարյանի ուղղությամբ, ինչի հետևանքով վերջինս կրծքավանդակի շրջանում ստացել է հրազենային մարմնական վիրավորում և տեղափոխվել զինհոսպիտալ, որտեղ էլ նույն օրը՝ ժամը 21:00-ի սահմաններում, գիտակցության չգալով՝ մահացել է:

 Ձեռք բերված բավարար ապացույցների համակցությամբ՝ Տ.Պողոսյանին մեղադրանք է առաջադրվել՝ ՀՀ քրեական օրենսգրքի 376-րդ հոդվածի 2-րդ մասով և նշված մեղադրանքի մասով հայտարարվել նախաքննության ավարտի մասին։

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
