Վարչական իրավախախտումների համաներման մասին օրենքի նախագիծը գտնվում է հանրային քննարկման փուլում և շուտով կներկայացվի Ազգային ժողովի քննարկմանը: Խորհրդարանում կառավարության հետ հարցուպատասխանի ժամանակ այս մասին հայտնեց ՀՀ արդարադատության նախարար Արտակ Զեյնալյանը՝ պատասխանելով անկախ պատգամավոր Շիրակ Թորոսյանի հարցին:

Պատգամավորի հետաքրքրվեց՝ համաներումը տարածվելո՞ւ է Ջավախքի հայ քաղաքացիների վրա, ովքեր վրացական համարանիշով մեքենաներով երթևեկել են Երևանում, որովհետև կան Ջավախքի բազմաթիվ քաղաքացիներ, ովքեր նույնպես ունեն խոշոր չափի տուգանքներ: Պատգամավորը հայտնեց, որ Ջավախքի հայ քաղաքացիները միայն սույն թվականի հունիսի 4-ին են իրազեկվել այդ տուգանքների մասին: 

Արտակ Զեյնալյանը, պատասխանելով պատգամավորի հարցին, շեշտեց, որ համաներումը տարածվելու է բոլորի վրա՝ անկախ քաղաքացիությունից, անկախ ազգությունից, առանց որևէ խտրականության: «Բոլորը, ովքեր ունեն վարչական իրավախախտումներ, նրանց վրա դա կտարածվի»,- «Արմենպրես»-ի փոխանցմամբ՝ նշեց նախարարը:

Նա հավելեց, որ ժամկետների հետ կապված այս պահին ոչինչ չի ասի, որովհետև հարցը պետք է քննարկվի կառավարությունում և կայացվի քաղաքական որոշում: «Մենք նախատեսում ենք նաև որոշակի մեխանիզմների սահմանում, որ ժամանակի հատվածը սպառվելուց հետո այդ վարչական տուգանքն այլևս որևէ մեկի վրա ծառացած չմնա: Նախատեսվում է համաներում, որը տարածվելու է բոլորի, այդ թվում՝ 
Ջավախքի բնակիչների վրա»,- ընդգծեց Զեյնալյանը:

Շիրակ Թորոսյանը շնորհակալություն հայտնեց նախարարին կարևոր հայտարարության համար՝ նկատելով, որ ինքն ամենևին իրավախախտներին խրախուսելու կողմնակից չէ: «Բայց կա հանգամանք, և մենք պետք է հաշվի առնենք այդ հանգամանքները: Սա սկզբունքային նշանակություն ունի, դրա համար ես կառավարությանն առաջարկելու եմ, որ ջավախքցիների մասով հաշվի առնեն հունիսի 4-ի ժամկետը, որովհետև այդ օրվանից է մարդկանց իրազեկվել, և մարդիկ տեղյակ չեն եղել, որ իրենց վրա բավականին տուգանքներ են կուտակվել»,- ասաց Թորոսյանը:

Արտակ Զեյնալյանը հստակեցրեց, որ իրենք առաջնորդվելու են նրանով, թե երբ է կայացվել վարչական իրավախախտման վերաբերյալ ակտը:
