«Փաստ» օրաթերթը գրում է.

Այն, որ առանձին անհատներ վաղուց ելել են ժողովրդի շալակը, կասկած չկա: Բայց, որ պետական մարմիններն էլ օրենքների կիսատ–պռատ լինելու պատճառով չեն կարողանում պաշտպանել քաղաքացիների իրավունքները, սա արդեն աններելի է: Ստացվում է, որ մարդիկ, փաստացի, գերու կարգավիճակում են հայտնվել, որոնց մի կողմից մասնավորն է ճնշում, մյուս կողմից կոռումպացված չինովնիկը, իսկ դատարաններն էլ անկախ իրենց կոռումպացվածության մակարդակից, մեծ ցանկության դեպքում անգամ, օրենքների անկատարության պատճառով չեն կարող ի շահ քաղաքացիների որոշում կայացնել:

Խոսքը մասնավորապես Երևանի Հերացի 18 հասցեի բնակիչների բողոքին է վերաբերվում, երբ մի ամբողջ շենքի բնակիչների իրավունքները փաստացի ստորադասվել են մեկ այլ քաղաքացու ցանկությունների կատարմանը: Պատճառը շատ պարզ է, քանի որ, այդ մեկն ավելի հզոր է գտնվել, քան ողջ շենքի բնակիչները միասին վերցրած, և կարողացել է անգամ բնակիչներից թաքուն դատարանի վճիռ կորզել ու փակել բոլոր բողոքավորների բերանը:

Այս պատմության պատճառով փաստացի շենքի սեփականատերերը հայտնվել են մոլորված կարգավիճակում և չգիտեն, թե իրենց ով կկարողանա օգնել: Խնդիրն այն է, որ տարածքում գործող գազաբաշխիչ կետը հին տեղից շենքի «քթի» տակ տեղափոխելուց հետո մարդիկ, ըստ էության, հայտնվել են պատանդի կարգավիճակում: Իսկ եթե, Աստված մի արասցե, որևէ դեպք պատահի, նրանց նույնիսկ հրշեջ–փրկարարները չեն կարողանա օգնել, քանի որ շենքին մոտենալու ճանապարհ անգամ չկա: 

Էլ չենք ասում, որ բաշխիչ կայանի նոր «հասցեն» զրուցարանից և խաղահրապարակից ընդամենը մի քանի մետր հեռավորության վրա է գտնվում, բայց քանի որ այդ գործի «քավորը» մասնավոր ընկերություն է՝ «Գազպրոմ»–ը, ուստի այդ հանգամանքն էլ նրանց հետ չի կանգնեցրել ստացած «պատվերը», ժողովրդի իրավունքները ոտնահարելով, մինչև վերջ իրականացնելու համար:

Կարող է հարց ծագել, թե ժողովրդին ինչո՞ւ չի օգնում անսահմանափակ հնարավորություններ ունեցող ԱԻՆ–ը, որին ենթակա օղակ է նաև «Տեխնիկական անվտանգության» ծառայությունը: Պարզվում է, որ այդ հզոր կառույցը օրենքների անկատար և իրավունքների սահմանափակ լինելու պատճառով նույնպես ի վիճակի չէ քաղաքացու շահերը պաշտպանել, քանի որ համապատասխան լծակներ չունի:

Հիմա հարց՝ այս պայմաններում, երբ մի ողջ պետական ապարատ չի կարողանում հազարավոր քաղաքացիների անվտանգության երաշխավորը լինել, այս պայմաններում ինչպե՞ս կարող է քաղաքացին իրեն պաշտպանված զգալ: Պարզ է, չէ՞, որ քանի դեռ երկրում նման իրավիճակ է տիրում, արդարության, պաշտպանված լինելու և այլ նմանօրինակ երևույթների մասին հայտարարությունները շարունակելու են պոպուլիստական մնալ, անկախ նրանից, թե որ քաղաքական ուժն է այդ պահին իշխանության ղեկին:
