Մարդու իրավունքների պաշտպան Արման Թաթոյանը հունիսի 16-ի գիշերն այցելել է ՀՀ ազգային անվտանգության ծառայության ձերբակալվածների պահման վայրում գտնվող ՀՀ Ազգային ժողովի պատգամավոր Մանվել Գրիգորյանին: Այս մասին «Արմենպրես»-ին տեղեկացրի Մարդու իրավունքների պաշտպանի գրասենյակից:

 

Պաշտպանն առանձնազրույց է ունեցել Մանվել Գրիգորյանի հետ, ուսումնասիրվել են նրա վերաբերյալ փաստաթղթերը և պահման պայմանները: Ուսումնասիրվել են նաև առողջական վիճակի ու բուժօգնության հետ կապված հարցերը: Բարձրացվել են մի շարք հարցեր, որոնք տեղում ստացել են լուծում: 

 

Պատգամավորի կողմից չեն ներկայացվել դժգոհություններ պահման պայմաններից և ՁՊՎ-ի աշխատակիցների վերաբերմունքից: Մանվել Գրիգորյանի փաստաբանի կողմից բարձրացված հարցի հիման վրա, ՁՊՎ-ի հավաստմամբ, անհրաժեշտության դեպքում կապահովվի նաև Մանվել Գրիգորյանի հետազոտումն իր նախընտրած բժշկի կողմից: 

 

Պաշտպանի աշխատակազմը կապի մեջ է նաև Մանվել Գրիգորյանի փաստաբանների հետ:
Պաշտպանի աշխատակազմում նախաձեռնված է քննարկման ընթացակարգ՝ օրենքով նախատեսված լիազորությունների շրջանակում անհրաժեշտ քայլերի ձեռնարկելու նպատակով:

 

Ավելի վաղ ձերբակալված ՀՀԿ-ական պատգամավորին այցելել էին նաև ՀՀ Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը և ՀՀԿ խորհրդարանական խմբակցության ղեկավար Վահրամ Բաղդասարյանը:

 

ՀՀ ԱԺ պատգամավոր, ԵԿՄ նախագահ Մանվել Գրիգորյանը ձերբակալվել է հունիսի 16-ին: ԱԱԾ կողմից իրականացված օպերատիվ-հետախուզական միջոցառումների արդյունքում տվյալներ էին ստացվել այն մասին, որ   Մանվել Գրիգորյանը այլ անձանց հետ նախնական համաձայնությամբ ապօրինի կերպով ձեռք է բերել և պահում է զենք և ռազմամթերք: Դեպքի առթիվ ՀՀ ԱԱԾ քննչական վարչությունում հարուցվել է  քրեական գործ ` ՀՀ քրեական օրենսգրքի 235-րդ հոդվածի 2-րդ մասի հատկանիշներով: Գործի շրջանակներում խուզարկություններ են իրականացվել Մանվել Գրիգորյանի տանը, ամառանոցում և նրան պատկանող այլ տարածքներում: Հայտնաբերվել է ապօրինի կերպով  պահվող մեծ թվով զենք և ռազմամթերք:

 

ԱԺ պատգամավոր Մանվել Գրիգորյանը բերման է ենթարկվել և ձերբակալվել`  ՀՀ քրեական օրենսգրքի 235-րդ հոդվածի 2-րդ մասով («Մի խումբ անձանց կողմից նախնական համաձայնությամբ հրազեն և ռազմամթերք ապօրինի կերպով ձեռք բերելը և պահելը») նախատեսված հանցագործություն կատարելու կասկածանքով: Հայաստանի Հանրապետության Սահմանադրության 96-րդ հոդվածով սահմանված կարգով, ԱԺ պատգամավորին ազատությունից զրկելու մասին անհապաղ տեղեկացվել է ՀՀ ԱԺ նախագահը:

 

Կատարվածի առնչությամբ հատուկ հայտարարությամբ է հանդես եկել ՀՀԿ ԱԺ խմբակցությունը, որը մտահոգություն է հայտնել ու ընդգծել է, թե ձերբակալումը տեղի է ունեցել պատգամավորի անձեռնմխելիության Սահմանադրական ընթացակարգերի խախտմամբ։
