Վիգեն Քոչարյանը Ստրասբուրգում ներկայացրել է ազգային փոքրամասնությունների իրավունքների պաշտպանության ոլորտում ՀՀ-ում տիրող իրավիճակը

Եվրոպայի խորհրդի գլխավոր քարտուղար Թյորբյորն Յագլանդի հրավերով ՀՀ արդարադատության նախարարի տեղակալ Վիգեն Քոչարյանը հունիսի 18-ից 19-ը Ստրասբուրգում մասնակցել է «Փոքրամասնությունները և փոքրամասնությունների լեզուները փոփոխվող Եվրոպայում» խորագրով բարձրաստիճան համաժողովին: Այն կազմակերպվել էր Ազգային փոքրամասնությունների ԵԽ շրջանակային կոնվենցիայի և Տարածաշրջանային կամ փոքրամասնությունների լեզուների եվրոպական խարտիայի ուժի մեջ մտնելու 20-ամյակի առթիվ: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:
Համաժողովի ընթացքում քննարկվել են փոքրամասնությունների իրավունքների լիարժեք իրացմանը և այդ իրավունքների միջազգային պաշտպանության ապահովման հարցում ԵԽ չափորոշիչների կարևորությանը, փոքրամասնությունների իրավունքների ապահովման տեսանկյունից տեխնոլոգիական նորարարության կիրառմանն ու քաղաքացիական հասարակության դերին առնչվող հիմնահարցեր:
Հանդիպման ընթացքում ունեցած ելույթում ՀՀ արդարադատության նախարարի տեղակալը բարձր գնահատել ԵԽ շրջանակային կոնվենցիայի և Տարածաշրջանային կամ փոքրամասնությունների լեզուների եվրոպական խարտիայի կարևորությունը ազգային փոքրամասնությունների իրավունքների պաշտպանության գործում:
Վիգեն Քոչարյանն անդրադարձել է Կոնվենցիայով սահմանված հիմնական սկզբունքների ապահովման ու գործնական կիրառման ոլորտում գրանցված ձեռքբերումներին և առկա մարտահրավերներին, ինչպես նաև ներկայացրել փոքրամասնությունների իրավունքների պաշտպանության բնագավառում նորարարական տեխնոլոգիաների ազդեցության բացասական և դրական կողմերը:
Նախարարի տեղակալը ներկայացրել է նաև ազգային փոքրամասնությունների իրավունքների պաշտպանության ոլորտում ՀՀ-ում տիրող իրավիճակը, նշելով, որ մշակվել է «Ազգային փոքրամասնությունների մասին» ՀՀ օրենքի նախագիծը, որում իրենց արտացոլումն են գտել Եվրոպայի խորհրդի փորձագիտական եզրակացությամբ ներկայացված առաջարկությունները:
Վիգեն Քոչարյանը վերահաստատել է ՀՀ կառավարության պատրաստակամությունը` ձեռնարկելու անհրաժեշտ բոլոր միջոցները ազգային փոքրամասնությունների իրավունքների լիարժեք ապահովման և իրացման գործում` հիմնված մարդկային արժանապատվության, օրենքի գերակայության, հավասարության պահպանման և խտրականության բացառման վրա:
