ՏՏ ոլորտի մասնագետը եկամտահարկի գործող դրույքաչափերը երկրի մրցունակության վրա ազդող գործոն է համարում

Տեղեկատվական և բարձր տեխնոլոգիաների ոլորտը մեծ ակնկալիքներ ունի նոր կառավարությունից: «Արմենպրես»-ի փոխանցմամբ՝ հունիսի 19-ին այս մասին իր ելույթում հայտարարեց «Սինոփսիս Արմենիա»-ի գործադիր տնօրեն Հովիկ Մուսայելյանը ընկերություն վարչապետ Նիկոլ Փաշինյանի այցի ժամանակ:«Անկախ Հայաստանի վերջին երկու տասնամյակում ես չեմ հիշում մի կառավարություն, որը տեղեկատական և բարձր տեխնոլոգիաների ոլորտը հայտարարած չլինի գերակայություն: Իհարկե, կային հաջողություններ, սայթաքումներ, բայց այն մեսիջները, որ մենք ստացանք նոր կառավարության ծրագրից, ինչպես նաև ԱԺ-ում Ձեր հնչեցրած ելույթներից, մի փոքր տարբերվում էին մեր մոտեցումներից։ Նախկինում մենք միշտ ասել ենք՝ եթե չխանգարեք, ապա միևնույն է, ոլորտը ինքնաբուխ զարգանալու է: Այսօր մենք դա չենք ասում, քանի որ սպասելիքները շատ ավելին են: Կարծում ենք ՝մեր սպասելիքներն անպայման կարդարացվեն»,-ասաց Հովիկ Մուսայելյանը։
Ընկերության տնօրենը բարձրաձայնեց նաև խնդիրների մասին, որոնք մտահոգում են ոլորտի մասնագետներին: Մասնավորապես, խոսքը վերաբերում է նախորդ տարի շրջանառության մեջ դրված «Եկամտահարկի մասին» օրենքին և Պարտադիր կուտակային կենսաթոշակային համակարգին: «Այստեղ խնդիրը միայն այն չէ, որ, գործելով սպիտակ և թափանցիկ դաշտում, կարող է ընկել մեր աշխատակիցների կենսամակարդակը, որովհետև հարկային բեռն է ավելանում: Այստեղ ես շատ լուրջ վտանգ եմ տեսնում երկրի մրցունակության առումով: Երկիրը պետք է գրավիչ լինի գործատուների, օտարերկրյա ներդրողների համար: Եթե գործատուն իր վրա վերցնում է այդ բեռը, ապա դա պետք է ինչ-որ ձևով ներառվի ինտելելտուալ արտադրանքի մեջ: Դա էլ իր հերթին բերում է ինքնարժեքի բարձրացման ու ժամանակի ընթացքում երկիրը կորցնելու է իր գրավչությունը»,-մտահոգություն հայտնեց մասնագետը:
Նա հույս հայտնեց, որ հետայսու նմանատիպ օրենքների ընդունումը կուղեկցվի նաև բարձր տեխնոլոգիաների ոլորտի առաջատար խաղացողների հետ քննարկումներով:
2018թ.-ի հունվարի 1-ից ուժի մեջ մտած Հարկային օրենսգրքով նախատեսված Եկամտային հարկի դրույքաչափերը մինչև 150 հազար աշխատավարձի դեպքում կազմում են 23 տոկոս, 150 հազարից մինչև 2 միլիոն դրամը ներառյալ՝ 34 հազար 500 դրամ՝ գումարած 150 հազարը գերազանցող գումարի 28 տոկոսը, 2 միլիոնից ավելիի դեպքում՝ 552 հազար 500 դրամ՝ գումարած 2 միլիոն դրամը գերազանցող գումարի 36 տոկոսը։
