ԱԺ-ն 1-ին ընթերցմամբ ընդունեց «Կուտակային կենսաթոշակների մասին» օրենքում լրացումների մասին օրենքը

Հայաստանի Ազգային ժողովն այսօր՝ հունիսի 20-ին, առաջին ընթերցմամբ ընդունեց «Կուտակային կենսաթոշակների մասին» ՀՀ օրենքում լրացումներ կատարելու մասին օրենքի նախագիծը: Օրինագիծն ընդունվեց 76 կողմ, 2 դեմ եւ 5 ձեռնպահ ձայներով:

Քվեարկությունից առաջ «Ծառուկյան» խմբակցության պատգամավոր Նաիրա Զոհրաբյանն ասաց, որ իրենք միշտ դեմ են արտահայտվել կուտակային պարտադիր բաղադրիչի ներդրմանը. «Հիմա էլ մեր սկզբունքային դիրքորոշումը չենք փոխել, բայց նոր նախագիծը որոշակիորեն մեղմում է ֆինանսական բեռը այն անձանց համար, որոնք վճարահանում են անում կուտակային ֆոնդին: Քննարկելով մեր գործընկերների հետ կքվեարկենք նախագծին կողմ՝ պայմանով, որ կուտակային պարտադիր բաղադրիչը ընդհանրապես հանելու համար»:

ՀՅԴ խմբակցության ղեկավար Արմեն Ռուստամյանն էլ նշեց, որ ՀՅԴ-ն օրինագծին ձեռնպահ է քվեարկելու. «Այս օրինագիծը նախկինի հետ համեմատած բարելավում է նախատեսում, բայց չի լուծում կարեւորագույն հարցը՝ պարտադիր բաղադրիչի վերացման հարցը, որի դեմ մենք պայքարել ենք տարիներ: Դա խաթարում է սերունդների համերաշխության սկզբունքը, խաթանում է իրավունքը անձի սեփականության եւ ստիպում է մարդուն այսօրվա հարցերը չլուծած փող հետ գցել վաղվա համար»:

«Ելք» խմբակցության պատգամավոր Էդմոն Մարուքյանն էլ հայտարարեց, որ թեեւ ժամանակին դեմ են եղել, բայց հիմա իրավիճակն այնպիսին է, որ կողմ են քվեարկելու եւ քննարկումները այս հարցում դեռ շարունակվելու են:

Հիշեցնենք, որ այս օրինագծի առնչությամբ ՀՀ վարչապետ Նիկոլ Փաշինյանը հայտարարել էր, որ անցել են անդառնալիության կետը, քանի որ պարտադիր կուտակային համակարգի շահառուների մոտավորապես 80 տոկոսն արդեն իսկ ներառված է համակարգում, եւ շահառուների միայն 20 տոկոսն է, ում ներառումը համակարգում նախատեսվում է հուլիսի 1-ից հետո: Բացի այդ, այս պահի դրությամբ կուտակային ֆոնդերում հավաքված է 120 միլիարդ դրամ, որի 70 տոկոսը ներդրված է Հայաստանի տնտեսության մեջ:

Նշենք, որ գործող կարգավորմամբ, անձը կուտակում է իր եկամտի 10 տոկոսը՝ 5 տոկոսը վճարում է անձը, 5 տոկոսը՝ անձի օգտին պետությունը։ Նոր նախագծով առաջարկվող տարբերակով 2,5 տոկոսը վճարում է անձը, 7,5 տոկոսը՝ պետությունը։

Օրինակ, 200 000 դրամ աշխատավարձի դեպքում անձը կատարում է 10 000 դրամ սոցիալական վճար, իսկ պետությունն իր հերթին ավելացնում է եւս 10 000 դրամ։ Նախագծի համաձայն, անձը կվճարի 5000 դրամ (2,5 տոկոսը), իսկ պետությունը՝ 15 000 (7,5 տոկոսը)։ Այս դրույքաչափերը կգործեն մինչեւ եկամտային հարկի բարեփոխումների ուժի մեջ մտնելը, որի արդյունքում կնվազի վճարվող եկամտային հարկը՝ նվազեցնելով նաեւ սոցիալական վճարների բեռը համակարգի մասնակիցների համար:

Հիշեցնենք, որ Աշխատանքի եւ սոցիալական հարցերի նախարարի պաշտոնից Մանե Թանդիլյանը հրաժարվեց հենց այն պատճառով, որ ի սկզբանե դեմ է եղել կուտակային կենսաթոշակային համակարգի պարտադիր բաղադրիչին:
