Եվրոպայի խորհրդի Ժողովրդավարություն իրավունքի միջոցով (Վենետիկի) հանձնաժողովի հրավերով աշխատանքային այցով Վենետիկում է գտնվում ՀՀ արդարադատության նախարար Արտակ Զեյնալյանը:

 

Հունիսի 22-ին նախարար Զեյնալյանը հանդիպել է Վենետիկի հանձնաժողովի նախագահ Ջիանի Բուքիքիոյին: Հանդիպման ընթացքում նախարարը շնորհակալություն է հայտնել կառավարության հետ Վենետիկի հանձնաժողովի արդյունավետ համագործակցության համար: Կողմերն արձանագրել են, որ համագործակցությունը խորացնելու երկուստեք կամք և ներուժ կա: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

 

Նախարար Զեյնալյանը վերահաստատել է Կառավարության պատրաստակամությունը էլ արդյունավետ համագործակցել Հանձնաժողովի հետ:

 

Վենետիկի հանձնաժողովի նախագահը նշել է, որ մեծ ոգևորությամբ են ընդունել Հայաստանում տեղի ունեցած փոփոխությունների խաղաղ բնույթը: 

 

Այնուհետ, նախարար Զեյնալյանը ելույթ է ունեցել Վենետիկի հանձնաժողովի 115-րդ լիագումար նստաշրջանի ընթացքում: Իր ելույթում նա նշել է, որ Հայաստանի Կառավարության առաջնային առաքելությունն է ժողովրդի՝ իշխանությունը ձևավորելու իր անքակտելի սահմանադրական իրավունքը կյանքի կոչել՝ ապահովելով դրա համար անհրաժեշտ իրավական մեխանիզմները եւ դրան նպաստող հնարավոր բոլոր այլ պայմանները:

 

Նախարարը հավելել է, որ իր այս առաքելության իրականացման նպատակով Կառավարությունը մտադիր է նախաձեռնել ընտրական օրենսդրության բարեփոխումներ՝ արտահերթ խորհրդարանական ընտրությունները Սահմանադրության պահանջներին համապատասխան  իրականացնելու նպատակով: Կառավարության ծրագիրը հաստատվել է՝ մեկ տարվա ընթացքում արտահերթ ընտրություններ անցկացնելու անհրաժեշտության ամրագրմամբ:

 

Արդարադատության նախարար Արտակ Զեյնալյանի և ԱԺ փոխնախագահ Արփինե Հովհաննիսյանի ելույթներից հետո ԵԽ Վենետիկի հանձնաժողովի նախագահ Ջիանի Բուքիքիոն նշել է, որ կարևոր է՝ ընտրությունները կազմակերպվեն Վենետիկի հանձնաժողովի սկզբունքներին համապատասխան` թափանցիկ և ներառական ձևով, քննարկելով շահագրգիռ կողմերի բոլոր առաջարկությունները՝ կոնսենսուսի հասնելու համար և որպեսզի կուսակցությունները Ընտրական օրենսգրքի ընդունումից հետո ունենան բավարար ժամանակ ընտրություններին մասնակցելու համար:

 

Հանձնաժողովի պլենար նիստի Հայաստանին վերաբերվող հատվածը նախարար Զեյնալյանն ամփոփել է՝ նշելով, որ ընտրական օրենսդրության փոփոխությունների փաթեթի մշակման ընթացքում հաշվի են առնվելու շահագրգիռ քաղաքական ուժերի և քաղաքացիական հասարակության ներկայացուցիչների կողմից բարձրացվող մտահոգությունները, դրանք մանրամասն քննարկվելու և հասցեագրվելու են օրենսդրական փոփոխությունների նախագծի մշակման ընթացքում, իսկ իր Կառավարությունը երաշխավորելու է այդ աշխատանքների հնարավորինս ներառականությունը եւ թափանցիկությունը:
