ԵԽԽՎ-ում Ադրբեջանի նախագահական ընտրությունները համարել են հակաժողովրդավարական
INTERNATIONAL NEWSԵվրոպայի խորհրդի խորհրդարանական վեհաժողովում հունիսի 26-ին ռումինացի պատգամավոր Ռիեկարդ Բադեն Ադրբեջանի արտահերթ նախագահական ընտրությունների վերաբերյալ զեկույց է ներկայացնել, որում իրավական գնահատական է տրվել ընտրություններին, դրանց համապատասխանությանը կամ անպահամապատասխանությանը ժողովրդավարության նորմերին և Եվրոպայի խորհրդի չափանիշներին:
Այս մասին հայտնում է ադրբեջանական «Թուրան» լրատվական գործակալությունը: Զեկույցում նշվել է, որ Ադրբեջանում տեղի ունեցած նախագահական արտահերթ ընտրությունները եղել են հակաժողովրդավարական:
«Ադրբեջանում 2018 թ. ապրիլի 11-ին տեղի ունեցած արտահերթ նախագահական ընտրությունները անցել են ազատությունների սահմանափակման, հիմնարար իրավունքների խախտման, ազատությունները սահմանափակող օրենքների առկայության պայմաններում, և այս պարագայում չեն կարող լինել ժողովրդավարական ընտրություններ: Արդար և ազատ ընտրություններն անհնար են, երբ առկա է քաղաքական ռեպրեսիվ միջավայր, որտեղ խախտվում են ժողովրդավարական սկզբունքները, անտեսվում է օրենքի գերակայությունը:
Այս ֆոնի վրա և բազմակարծության բացակայության պայմաններում այս ընտրությունների ժամանակ արդար մրցակցություն չի եղել նույնիսկ զանգվածային լրատվամիջոցների տեսանկյունից»,-ասված է ԵԽԽՎ զեկույցում:
Զեկույցում նաև նշվում է, որ Ադրբեջանում ժողովրդավարական սկզբունքները խախտվում են, եւ օրենքի գերակայությունը չի պահպանվում: «Նման պայմաններում նույնիսկ նախագահի թեկնածուները զերծ մնացին իշխող նախագահ Իլհամ Ալիևին քննադատելուց, ով նույնպես թեկնածու էր»,-նշված է զեկույցում:
«Ընտրությունների դիտարկման և ժողովրդավարության ուսուցման կենտրոնը» Ադրբեջանում ապրիլի 11-ին կայացած արտահերթ նախագահական ընտրությունների վերաբերյալ հայտարարություն էր տարածել:
Կենտրոնը գնահատելով Ադրբեջանում կայանալիք ընտրությունների նախօրեին երկրում առկա քաղաքական և իրավական իրավիճակը նշում էր, որ արտահերթ ընտրությունների մասին նախագահի հրամանագիրը, համապատասխանում է երկրի սահմանադրությանը և ընտրական օրենսգրքին, սակայն հակասում է ընտրությունների պարբերականության սկզբունքին և ժողովրդավարական սահմանադրականությանը:
