Քավության նոխազնե՞ր, թե՞ կոռուպցիայի դեմ իրական պայքար. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Կոռուպցիան Հայաստանի և ընդհանրապես ցանկացած երկրի զարգացմանն ու կայացմանը խոչընդոտող ամենավտանգավոր երևույթներից մեկն է: Տարիներ շարունակ ամենատարբեր հարթակներից ու աղբյուրներից այս մասին բարձրաձայնվել է: Բարձրաձայնվել են անգամ կոնկրետ ոլորտներ և նույնիսկ տրվել ամենակոռումպացված անհատների անուններ: Ապրիլյան հեղափոխությունից կամ իշխանափոխությունից հետո հանրության մեջ հույս արթնացավ, որ վերջապես հնարավոր կլինի քանդել տասնամյակներ շարունակ ձևավորված ու ճյուղավորված կոռուպցիոն թնջուկը:
Ըստ էության, վերջին շրջանի մի շարք բացահայտումները ինչ–որ տեղ կարող են համարվել այս ուղղությամբ առաջնային քայլեր: Սակայն արդյոք միայն մի շարք անհատների ձերբակալությունը կարո՞ղ է համարվել կոռուպցիոն բացահայտում: Թերևս այս հարցի պատասխանը ակնհայտ է` կոռուպցիան և կոռուպցիոն շղթաները բոլորովին այլ չափումներ ունեն:
Ըստ էության, վերջին շրջանի բացահայտումները միանշանակ դրական զարգացումներ էին, սակայն այդ բացահայտումները և ձերբակալությունները կարող են դառնալ վտանգավոր նախադեպ, եթե մնան կիսատ: Այլ կերպ ասած` եթե, ենթադրենք, Մանվել Գրիգորյանի կամ Վաչագան Սարգսյանի պարագայում, սույն անձինք պատասխանատվության են ենթարկվում, սակայն չեն բացահայտվում բոլոր այն մասնակիցներն ու կոռուպցիոն մեխանիզմները, որոնք թեկուզ նվազագույն առնչություն են ունեցել հանցավոր գործունեության հետ, ապա նրանք պարզապես վերածվում են քավության նոխազների: Ի դեպ, այստեղ էականը նշված անհատների անձը կամ անունը չէ, այլ երևույթի բովանդակությունը:
Ի վերջո, ակնհայտ է, որ կոռուպցիան այնպիսի մի շղթա է, որտեղ ներկայացված են լինում կառավարական, վարչական, երբեմն իրավապահ, գործարար և այլ շրջանակներ, թերևս հենց սրանով է կոռուպցիան տարբերվում կենցաղային կամ մանր հանցագործություններից: Այս տեսանկյունից այս պահին ընդամենը մենք կարող ենք հույս հայտնել, որ երկրում կատարվող և կատարվելիք իրադարձություններում կոռուպցիոն բացահայտումների փոխարեն մենք ականատես չենք լինի կոռուպցիայի վերածման մանր հանցանքի:
