Տնտեսական կանխատեսումները՝ ռեալ իրողությունների շրջապտույտի մեջ

Ներկայիս աշխարհաքաղաքական զարգացումների պայմաններում շարունակում է բարդանալ Ռուսաստանի տնտեսական վիճակը: Կանխատեսումների համաձայն՝ Ռուսաստանի տնտեսական դժվարությունները 2016թ-ին ավելի են խորանալու: Իսկ ռուսական տնտեսության շրջանակներում առաջացած իրավիճակն ուղիղ կերպով ազդեցություն է ունենում ՀՀ տնտեսության վրա:
Այս հանգամանքը հաշվի առնելով՝ կարելի է փաստել, որ ամենայն հավանականությամբ Հայաստանը տնտեսական բարդություններից զերծ չի լինելու նաև 2016թ.-ին: Միևնույն ժամանակ չպետք է բացառել, որ վատատեսական կանխատեսումները չիրականանան, սակայն մեր երկրի համար գլխավոր խնդիրը պետք է լինի այն, որ Հայաստանը պատրաստ լինի վատթարագույնին՝ հնարավոր անկայունությունից և ցնցումներից խուսափելու համար:
Դրա համար առաջին հերթին անհրաժեշտ է, որ քաղաքացիները հասու լինեն տնտեսությունում տեղի ունեցող իրական գործընթացների վերաբերյալ տեղեկատվությանը և պատրաստ լինեն ցանկացած ոչ ցանկալի տնտեսական զարգացումների, այսինքն՝ հանրությանը պետք չէ կերակրել ամբոխահաճո վարդագույն երազանքներով, այլ պետք է ելնել իրատեսական մոտեցումից:
Կարելի է եզրակացնել` բոլորին էլ պարզ է, եթե իրականում հասարակությունը շատ մեծ աճի սպասումներ ունենա, ապա դրանց չիրականացման արդյունքում հիասթափության առաջացումը կդառնա անխուսափելի, ինչն ավելի կբարդացնի իրավիճակը, ինչպես եղավ ՀՀ-ում 2008-2009թթ համաշխարհային ճգնաժամի արդյունքում, երբ թերագնահատվեց ճգնաժամի ազդեցությունը մեր տնտեսության վրա:
Տվյալ պարագայում ամենաարդյունավետ տարբերակը կլինի սեփական տնտեսական հնարավորությունների չթերագնահատումը, միաժամանակ` նաև չգերագնահատումը:
Թերևս 2016թ-ի բյուջեի նախագծում փորձ է արվել ելնել այսպիսի մոտեցումից, սակայն թե ինչ ընթացք կստանան զարգացումները՝ կապված են ինչպես ընդհանուր աշխարհաքաղաքական զարգացումներից, տարվող տնտեսական քաղաքականությունից, այնպես էլ բնության քմահաճությունից:
