Բացահայտված 18 մլրդ դրամը միանգամից չի կարող մուտքագրվել բյուջե, դատարանը պետք է որոշի. Վարչապետի խորհրդական

Իշխանափոխությունից հետո (հունիսի 26-ի դրությամբ) Հայաստանում յուրացումների կամ ապօրինի մեխանիզմների բացահայտման արդյունքում չարաշահումների ծավալը կազմել է շուրջ 18 մլրդ դրամ կամ 35 մլն դոլար: Այս մասին NEWS.am-ի հետ զրույցում նշեց ՀՀ վարչապետի խորհրդական Արտակ Մանուկյանը՝ հավելելով, որ այդ գումարը հաշվարկվել է հրապարակային հնչեցված գումարների հանրագումարի արդյունքում:
Արտակ Մանուկյանն ընդգծեց, որ դա չի նշանակում, որ 18 մլրդ դրամ մուտքագրվել է պետական բյուջե. «Պետական բյուջե մուտքագրվելու համար անհրաժեշտ է որ լինի դատարանի որոշում, թեեւ կարող են լինել նաեւ դեպքեր, երբ անձը ընդունում է մեղքը եւ վերադարձնում է գումարը բյուջե՝ առանց դատարան հասնելու»,-ասաց նա:
Արտակ Մանուկյանը նկատեց, որ այնպես չէ, որ դատարանի որոշումների արդյունքում հենց այդ 18 մլրդ դրամը մուտքագրվելու է բյուջե. «Ասենք ես նկատել եմ X չափով չարաշահում, բայց հետո կարող է պարզվել, որ չարաշահման ծավալը մեծացել է, կամ փոքրացել է: Դատարանը կորոշի, թե որքան գումարի չափով կլինի բռնագանձումը: Այսինքն յուրացում բացահայտել դեռ չի նշանակում, որ այդ գումարը միանգամից վերականգնվում է բյուջե:
Իրականում այդ 18 մլրդ դրամը կարող է ավելի մեծ լինել. օրինակ, Մանվել Գրիգորյանի գործը այդ 18 մլրդ դրամի մեջ ներառված չէ, որովհետեւ գումարային արտահայտությամբ, հրապարակվել է միայն տուշոնկայի արժեքը՝ 7 մլն դրամ, բայց այնտեղ կային ավտոմեքենաներ, զենք-զինամթերք, անշարժ գույքի քանակ, որը եւս քննչական գործողություններից հետո կարող է գումարվի, կամ կարող է ազդեցություն չունենա»,-ընդգծեց վարչապետի խորհրդականը:
Հարցին, թե իր գնահատմամբ, այդ 18 մլրդ դրամից որքանը կվերականգնվի պետբյուջե, Արտակ Մանուկյանը պատասխանեց, որ այդ հարցի պատասխանը միայն դատարանը կարող է տալ, այդուհանդերձ նա վկայակոչեց վարչապետի օգնական Արեն Մկրտչյանին, որը «Ազատություն» ռադիոկայանի եթերում հայտարարել էր, որ 18 մլրդ դրամի շուրջ 25 տոկոսն արդեն իսկ վերականգնվել է, որը մոտ 4,5 մլրդ դրամի կարգի գումար է:
Արտակ Մանուկյանի խոսքով, պետբյուջե վերականգնվել չի նշանակում, որ միանգամից այդ գումարը նստել է բյուջեի հաշվին. «Դա կարող է պարզապես ֆիքսվել որպես պարտավորություն պետբյուջեի նկատմամբ: Մի դեպքում կարող է ուղղակի վճարվի, այլ դեպքում կարող է վճարվել ֆինանսական հաշվետվությունների ամփոփման պահին: Օրինակ, «Ալեքս Գրիգ» ընկերության դեպքում բացահայտվել է մեխանիզմը, որից հետո նա կարող է այդ գումարը ֆիքել որպես պարտավորություն եւ գումարը բյուջե վերականգնվի ավելի ուշ»:
Արտակ Մանուկյանը նկատեց, որ իրենց համար գյուջե մուտքագրվող գումարներից շատ ավելի կարեւոր է ֆիքսել յուրացումների մեխանիզմները, որպեսզի դրանք այլեւս չգործեն. «Օրինակ, գնումների համակարգում մեծ խնդիրներ կան, անհրաժեշտ է բոլոր յուրացումների մեխանիզմները բացահայտել, ինստիտուտներ ձեւավորել, որ անկախ պաշտոնյայի կամքից կանխարգելեն յուրացումները: Սա ավելի կարեւոր է, քան գումարի բացահայտվող գումարի չափը»:
