POLITICS«Փաստ» օրաթերթը գրում է.
Հայաստանյան բանկերը հերթով հայտարարում են, որ պատրաստ են զիջել մինչև 2018 թվականի հունիսի 1–ը կուտակված գյուղվարկերի ու սպառողական վարկերի տույժ–տուգանքները: Լա՞վ է: Իհարկե, լավ է, նույնիսկ շատ լավ է՝ ճակատները համբուրելու չափ լավ: Սա կառավարության, ԿԲ–ի ու բանկերի միջև ձեռք բերված պայմանավորվածության արդյունք է: Նպատակը պարզ է՝ հնարավորություն տալ մարդկանց նոր էջից սկսել իրենց վարկային պատմությունը՝ նոր վարկային պայմանագիր կնքելով բանկերի հետ: Այ, հենց այստեղ էլ սկսում է տարօրինակ մի վիճակ առաջ գալ: Վարչապետի հետ հանդիպմանը որոշ բանկեր հայտարարեցին, թե նոր պայմանագրերը կկնքվեն ավելի ցածր տոկոսադրույքներով: Վա՞տ է: Ամենևին: Դարձյալ շատ լավ է: Սակայն հարց է ծագում՝ իսկ ի՞նչ է լինելու նրանց հետ, ովքեր պարտաճանաչ են եղել, անթերի վարկային պատմություն ունեն, տույժ–տուգանքներ չկան: Նրանք, ըստ էության, շարունակելու են վճարել բարձր տոկոսադրույքներով: Ընդ որում, երկու պատճառով: Նախ, վերոնշյալ հայտարարությունը վերաբերում է միայն տույժ–տուգանք ունեցողներին, ուրեմն՝ ստացվում է, որ այդ կատեգորիայի մարդիկ մեծ առավելություն են ստանում, անկախ վարկերը չմարելու օբյեկտիվ կամ սուբյեկտիվ պատճառներից: Իսկ պարտաճանաչներն էլի տուժելու են: Մյուս պատճառն այն է, որ եթե նույնիսկ բանկերը որոշեն ընդհանուր տոկոսադրույքները նվազեցնել, դա հետադարձ ուժ չի ունենալու, և նախկինում կնքած պայմանագրերը ավտոմատ չեն վերանայվելու: Իսկ նոր պայմանագիր կնքելը ձեռնտու չէ, քանզի անուիտետային կարգով, ասենք, մի երկու տարի վճարած մարդը արդեն մեծ քանակությամբ տոկոս է վճարել (սկզբնական շրջանում վճարելիք տոկոսագումարները մայր գումարի բաժնին գերազանցում են): Հիմա նոր պայմանագրի դեպքում էլի երկար ժամանակ գրեթե միայն տոկոս պիտի վճարեն: Մի խոսքով, այս հարցերը լուրջ քննարկման կարիք ունեն: Այնպես չանենք, որ համ շիշը վառվի, համ... խորովածը:
