Մեր երկրում տեղի է ունեցել դարակազմիկ իրադարձություն՝ ժողովրդական թավշյա հեղափոխություն։ Այն տեղի է ունեցել խաղաղ և սահմանադրական ճանապարհով։ Մենք ձեզ հետ միասին Հայաստանում հաստատում ենք իրավունքի և օրենքի գերակայություն, որ մեր ողջ հասարակության և ժողովրդի կարևորագույն նպատակներից է։
Մեր երկրի հիմնական օրենքը, ինչպես գիտեք, ընդունումից հետո ենթարկվել է փոփոխությունների։ Դրանք ժամանակին ոմանց համար եղել են ընդունելի կամ ոչ։ Այսօր ունենք այն, ինչ ունենք, և Սահմանադրության անվերապահ կատարումը բոլորիս սրբազան պարտականությունն է։
Մեր քայլերն այսուհետ ևս լինելու են բացառապես սահմանադրական դաշտում։ Ավելին՝ սահմանադրական կարգի դեմ նախկինում եղած հնարավոր ոտնձգությունները մանրամասնորեն և հրապարակայնորեն ուսումնասիրվելու են։
