Մեր կառավարության օրոք կասկածելի որակով ճանապարհ չպետք է կառուցվի. վարչապետի մոտ քննարկվել է «Հյուսիս–հարավ» ծրագիրը

Վարչապետ Նիկոլ Փաշինյանի մոտ տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել են Հյուսիս-հարավ ավտոմայրուղու կառուցման ընթացքին և առկա խնդիրներին վերաբերող հարցեր: 

«Մենք պետք է հասկանանք, թե մինչև այժմ ի՞նչ է կատարվել նախագծի իրագործման համատեքստում, ի՞նչ իրավիճակ է, ի՞նչ խնդիրներ ունենք և ինչպե՞ս ենք պատկերացնում ծրագրի շարունակությունը ֆինանսավորման և իրագործման առումով: Հյուսիս-հարավ ծրագիրը երրորդ հանրապետության պատմության երևի ամենամեծամասշտաբ նախագիծն է՝ առնվազն ֆինանսական և պետական պարտքի ծանրաբեռնվածության առումով: Ցավոք, նախագծի իրագործման առաջին օրից մենք ավելի շատ լսում ենք խնդիրների, քան դրանց լուծումների մասին և մեր խնդիրն է հասկանալ այս իրավիճակի պատճառները, ինչպես նաև գտնել  լուծումներ: Այս թեմայով ես խոսակցություն եմ ունեցել նաև Հայաստանի իրավապահ մարմինների ներկայացուցիչների հետ և կարծում եմ, որ զուգահեռ եղած իրավիճակով պետք է հետաքրքրվեն նաև իրավապահ մարմինների ներկայացուցիչները:

Ես այս պահին, բնականաբար, որևէ կանխավարկած չունեմ, պարզապես մամուլում, տարբեր ամբիոններից, հարթակներից հնչած տեղեկատվությունը, այդ թվում՝ պաշտոնական մարմինների կողմից տրամադրվող տեղեկատվությունը որոշակի մտահոգություններ և անհանգստություններ է առաջացնում: Պետք է հասկանանք, թե ինչքանով են այդ մտահոգությունները փարատվում և ինչքանով չեն փարատվում, որքանով այդ մտահոգությունները կարող են ունենալ նաև քաղաքացիաիրավական և քրեաիրավական հետևանքներ»,- ասել է վարչապետը:


Այնուհետև ծրագրի պատասխանատուները կառավարության ղեկավարին զեկուցել են արդեն իսկ շահագործման հանձնված հատվածներում առաջացած խնդիրների, թերությունների բացահայտման, վնասի վերականգնման, կապալառու կազմակերպությունների գործունեության, ներկայումս ընթացող շինաշխատանքների ընթացքի մասին: Անդրադարձ է կատարվել ծրագրի հետագա շարունակության ու տարբեր հատվածներում շինարարական աշխատանքների իրականացման հնարավորություններին:

Վարչապետ Փաշինյանը պատասխանատուներին տվել է կոնկրետ հանձնարարականներ և կարևորել ճանապարհաշինական ծրագրի հետագա իրականացման ուղղությամբ կառուցապատման որակի հարցում խնդիրների բացառումը, այդ ուղղությամբ հետևողական աշխատանքների իրականացումը:  

«Մեր կառավարության օրոք կասկածելի որակով ճանապարհ չպետք է կառուցվի, այսինքն՝ պետք է երաշխավորվի ճանապարհի կառուցման որակը»,- ընդգծել է վարչապետը՝ պահանջելով սեղմ ժամկետներում զեկուցել տրված հանձնարարականների իրականացման ընթացքը:
