Ճանապարհային երթևեկության տուգանքների համաներումը տարածվելու է 150 հազար քաղաքացու վրա․ նախարար
SOCIETYՃանապարհային երթևեկության տուգանքների համաներման օրենքի ընդունումից կօգտվի 150 հազար քաղաքացի, կներվի 13,7 միլիոն դրամ տուգանք։ Այս մասին Ազգային ժողովի ամբիոնից հայտարարեց ՀՀ արդարադատության նախարար Արտակ Զեյնալյանը «Մի շարք վարչական իրավախախտումների համար կիրառված տուգանքների համաներման մասին» օրենքի նախագիծը քննարկելու ժամանակ ։ «Սույն օրենքը կարգավորում է մինչև 2017 թվականի դեկտեմբերի 31-ը վարչական իրավախախտում կատարած անձանց նկատմամբ համաներման հետ կապված հարաբերությունները»,-ասաց նախարարը։
Արտակ Զեյնալյանը նշեց այն իրավախախտումները, որոնց վրա, սակայն, չի տարածվի օրենքը։ «Թվարկվածների մեջ ներառված չեն առանց համապատասխան թույլտվության տրանսպորտային միջոցի վրա կարմիր ու կապույտ լուսային ազդանշանով առկայծող փարոսիկներ, հատուկ ձայնային ազդանշաններ արձակելու սարքավորումներ տեղադրելը, ինչպես նաև օպերատիվ ծառայությունների տրանսպորտային միջոցների համար նախատեսված գունածածկապատկերներ օգտագործելը։ Առանց հաշվառման համարանիշի կեղծված կամ փոխարինված հաշվառման համարանիշով տրանսպորտային միջոցներ վարելը։ Տրանսպորտային միջոցը տնօրինողի կողմից հաշվառման համարանիշն այլ անձին հանձնելը։ Ոչ սթափ վիճակում մեքենա վարելը, ոստիկանի «կանգ առ» ազդանշանին չենթարկվելը, առանց ԱՊՊԱ կտրոնը փակցնելու երթևեկելը»,-ասաց Արտակ Զեյնալյանը։
Նախարարի խոսքով՝ այս ոլորտում կառավարությունը նախաձեռնել է լուրջ բարեփոխումներ, որի համատեքստում անհրաժեշտություն է առաջացել իրականացնել նշյալ համերումը։ «Մարդիկ, ովքեր 2012 թվականից մինչ այժմ չեն վճարել տուգանքները, նրանց հաշիվների նկատմամբ կալանք է կիրառվել, նրանք չեն կարողանում օգտվել այլ ծառայություններից, մասնավորապես, վարկերից։ Հետևաբար, այս նախագիծը կբարելավի մեր հայրենակիցների սոցիալ-տնտեսական ու բարոյահոգեբանական վիճակը»,-ավելացրեց պաշտոնյան։
