ՀՀ քննչական կոմիտեն հասանելիություն կունենա ԱՄՆ-ի կորած և շահագործվող երեխաների հարցերի ազգային կենտրոնի տեղեկատվական բազաներին

ՀՀ քննչական կոմիտեի նախագահ Հայկ Գրիգորյանն ընդունել է ԱՄՆ ներգաղթի և մաքսային ծառայության ազգային անվտանգության քննչական մարմնի կցորդի տեղակալ Կառլ Սթիֆլերին։

Ինչպես «Արմենպրես»-ին տեղեկացրին Քննչական կոմիտեից, հանդիպման ընթացքում կողմերը քննարկել են համացանցի միջոցով երեխաների դեմ կատարվող հանցագործություններին, մասնավորապես՝ սեռական բնույթի ոտնձգություններին և դրանց դեմ պայքարին վերաբերող հարցերի լայն շրջանակ։

Շնորհավորելով Հայկ Գրիգորյանին նոր նշանակման կապակցությամբ՝ Կ.Սթիֆլերը հույս է հայտնել, որ երկու մարմինների միջև կձևավորվի արդյունավետ համագործակցություն՝ ի շահ երեխաների իրավունքների պաշտպանության և կարևորել «Կորած և շահագործվող երեխաների հարցերի ազգային կենտրոն» (ԿՇԵԱԿ) ԱՄՆ ոչ-կառավարական կազմակերպության հետ փոխգործակցության իրավական հենքի ստեղծումը։

ԿՇԵԱԿ-ը մասնագիտացված մեծ կառույց է, որը վարում է համացանցում երեխաների դեմ կատարվող սեռական բնույթի ոտնձգություններ պարունակող տեղեկությունների բազա, ինչը զեկույցների տեսքով փոխանցվում է ԱՄՆ իրավապահ մարմիններին։ Մասնավորապես` պատրաստվում են 8 տարբեր զեկույցներ՝ մանկական պոռնկագրություն ստեղծելու և տարածելու, երեխաներին սեռական հարաբերության մեջ մտնելուն առցանց եղանակով հակելու, երեխաների մարմնավաճառության, երեխաների ներգրավմամբ սեքս-զբոսաշրջության, մանկապղծության, անառակաբարո նյութեր երեխային ուղարկելու, ապակողմնորոշող տիրույթային անունների, համացանցում ապակողմնորոշող բառերի կամ թվային պատկերների վերաբերյալ։ Նշված զեկույցներից և ԿՇԵԱԿ-ի օգնության համակարգչային գծից ԱՄՆ-ում օգտվում են քննչական և իրավապահ մի շարք մարմիններ։

Նշված տվյալների բազայում մշակվում են նաև օտարերկրացի երեխաների վերաբերյալ տեղեկությունները, և ձեռք բերված պայմանավորվածությունների համաձայն՝ դրանց հասանելիություն կարող է ունենալ նաև Հայաստանի քննչական կոմիտեն։

«Մեր ամենօրյա ուշադրության կենտրոնում են երեխաների և, հատկապես, հանցագործությունից տուժած անչափահասների իրավունքների պաշտպանությունը։ Երկրի ապագան առողջ սերունդն է, իսկ առողջ մանկությունը՝ հիմնական գրավականը։ Օրեցօր լայն տարածում ստացող համացանցը հրապուրիչ է անչափահասների համար, սակայն միևնույն ժամանակ այն կարող է ավելացնել նրանց՝ հանցագործությունների զոհ դառնալու հավանականությունը։ Ուղղակի մեր պարտքն է պաշտպանել մեր երեխաներին բոլոր հնարավոր հանցագործություններից»,- ասել է ՔԿ նախագահը և հույս հատնել, որ ԿՇԵԱԿ-ի համագործակցությունը նոր հնարավորություններ կընձեռի` այդ արատավոր երևույթի դեմ առավել արդյունավետ պայքար իրականացնելու համար։

Հանդիպման ընթացքում ստորագրվեց Կիբերօգնության համակարգչային գծի հեռակա մուտքի կարգի վերաբերյալ փաստաթուղթը, որը համապատասխան իրավական ընթացակարգերն անցնելուց հետո կապահովի ՀՀ քննչական կոմիտեի հասանելիությունը՝ միջազգային այդ տվյալների բազային։
